POSITION SUMMARY:
The HR Business Partner will be a key point of contact for both the employees and management of Targa Resources. This position will assist in employee relations matters to include the ability to diagnose and provide solutions and address organizational issues in the operational workforce. Works collaboratively with the HR Manager and within other areas of HR and the business to develop and communicate policies, processes, pay and job classification structures, and developmental programs as directed. Ensures consistent application of all Human Resources policies.

JOB FUNCTIONS AND KEY RESPONSIBILITIES:
  • Focus on internal customer needs while proactively managing support efforts and resources.
  • Continuous building of business relationships and trust to achieve and strengthen business partnership alliances.
  • Provide daily operational support and guidance in relation to company policies, processes, programs, etc.
  • Serve as a liaison between Recruiting and assigned client group.
  • Partners with Field Leadership on strategic community outreach and engagement such as supporting local job fairs, participating in community service, and maintaining local hiring partnerships externally and with the Specialist team.
  • HR Focal point for area onboarding and orientation support.
  • Conduct exit interviews with departing employees to better understand the reason for their departure.
  • Assist with HR related activities associated with difficult and/or sensitive employee situations.
  • Conduct and stay current on miscellaneous research (Government Regulations / Legal / HR / Industry / Best Practice) as needed.
  • Assist with employee disciplinary actions to include verbal / written Corrective Actions. This will require strong written communication skills in order to establish the documentation needed to support Targa’s position when dealing with various disciplinary matters.
  • Conduct investigations of employee relations concerns and provide recommendations / advisement while consulting coordinating with legal resources as needed.
  • Initiate, develop and implement HR related programs and/or projects as needed.
  • Uses organizational diagnostics to proactively identify and react to key talent/employee engagement challenges and opportunities in the business.
  • Partners with leaders and HR Specialists to, select, design, implement, and/or support solutions (e.g., team or individual assessments, manager assimilations, team building events, coaching, customized training, or other appropriate actions).
  • HR Analysis and Troubleshooting.
  • Other duties and project assignments.

MINIMUM ESSENTIAL QUALIFICATIONS:
  • Bachelor’s degree (Business and / or HR disciplines preferred) or equivalent HR work experience, PHR or SPHR certification a plus.
  • Minimum of 3+ years of Human Resources related experience.
  • Highly proficient computer skills with demonstrated experience in Microsoft office products specializing in Excel, Word, and PowerPoint.
  • Ability to quickly learn HRIS system functionalities to ensure data accuracy.
  • Ability to travel 10% to 30% to various remote field locations in the Midland/Delaware Basin as needed for effective client support (Travel will also include traveling to Houston from time to time)
  • Must have excellent organizational and communication skills including clear and succinct writing skills.
  • Must be dependable and able to work in a fast-paced setting, set priorities and complete tasks in a timely manner.
  • Knowledgeable of current employment laws and government regulations that pertain to employee relations matters.
  • Ability to work logically, effectively, and professionally with all employees and external customers/vendors.
  • Strong analytical skills and practical judgement.
  • Strong team player.
  • Possess and maintain a valid driver’s license to include a safe driving record satisfactory to the company.
  • Reliable and high degree of accountability.
  • Regular and reliable attendance.
