(Job #524708) Confidential Administrative Support I-Non-Exempt or II-Exempt, HR Partner (Focus on Employment Services), Salary Range: Confidential Administrative Support I $4,058 - $$7,407, Confidential Administrative Support II $4,464 - $10,180 monthly. Anticipated Hiring Range: $4,058.00 - $5,000 monthly. This is a full-time, benefited, 12-month pay plan, permanent position with a two-year probationary period in Human Resources. This position comes with a premium benefits package that includes outstanding vacation, medical, dental, and vision plans, life insurance, voluntary pre-tax health and dependent care reimbursement accounts, a fee waiver education program, membership in the California Public Employees Retirement System (PERS), and 14 paid holidays per year. Position Summary: The HR Partner is an internal consultant who builds relationships and provides partnership and resources to assigned departments and divisions to further their success. The HR partner ensures human resources policies, practices and procedures fit the needs, goals, and aims of the university, its top leadership, its employees, and the CSU system.

The HRP perform work of a highly sensitive and confidential nature requiring regular consultation regarding collective bargaining, management strategies, investigations, or grievances, and may provide information and/or make recommendations to management (designated as Confidential under HEERA).

This position requires on site availability during core work hours of Monday through Friday between 8am-5pm. Potential for partial telecommuting.

Key Responsibilities:

35% Staffing

Full-cycle recruitment process including, but not limited to managing the employment brand, ensuring compelling job advertisements, coaching job design and legal aspects of position descriptions, posting to mobile and social media, advocating recruitment diversity, coaching search committees, and using HR technology

25% Compensation:

Full-cycle process including, but not limited to performing compensation analysis and ensuring pay equity Maintain documentation related to confidential matters and proprietary information

20% Talent Management and Development:

Management coaching and support, shaping the department onboarding program, evaluating and improving employee experience, engaging managers in employee development, supporting career development and progression, identifying potential leaders, developing early leaders, and assisting with performance coaching

10% Employee and Labor Relations:

Communicating collective bargaining agreements, partnering in preparation of probationary evaluations, coaching preparation of performance improvement, partnering to intervene on absence management, engaging in positive union relationships, and facilitating employment separations. Performs work of a highly sensitive and confidential nature requiring regular consultation regarding collective bargaining, management strategies, investigations, or grievances, and may provide information and/or make recommendations to management (designated as Confidential under HEERA)

5% Organization Culture:

Advising on organizational culture, advising on workplace inclusion, coaching on change management, and writing employee communications

5% Other Duties as Assigned

Knowledge, Skills, and Abilities Associated with this Position Include:

  • Reputation for building trust and strong interpersonal relationships
  • Strong working knowledge of human resources functions (staffing, compensation, talent management and development, employee relations, and organization culture)
  • Proven ability to coach managers on department management and employee supervision
  • Demonstrated abilities in planning and communication
  • Strong skills in typical software applications including Microsoft Outlook, Word, Excel, Powerpoint or their Google equivalents
  • Exceptional time management and self-management

Minimum Qualifications:

Equivalent to graduation from a four-year college or University or professional training program specific to the position and directly related Human Resources work experience, or a combination of education and experience which demonstrates the ability to perform the essential functions of the position.

Preferred Qualifications include:

  • Minimum of two to three years of experience serving in a human resources or organization development role
  • Minimum of one to two years of experience serving as an employee supervisor or manager
  • Degree in business, human resources, employment law, organizational development, or another field related to Human Resources
  • Human resources-related certification
