REPORTS TO: Assistant Superintendent for Human Resources
FLSA Status: Non Exempt


Start Date: 8/01/2023; Permanent Full Time with Full Benefits

12 months; 8 hr


Position Summary:


Performs work, including but not limited to providing benefit information and assistance to employees enrolling in the benefit programs; reviews and processes requested employee changes affecting employee benefits plan enrollment; servicing employee injury and disability claims; providing retirement information and assistance to employees; managing the flexible benefits program; preparing OSHA and similar year-end reports and audits.


Qualification Requirements:

  • Associate's or Bachelor's degree with coursework in human resources, business administration, or a related field preferred.
  • Considerable experience working with employee benefits administration, or an equivalent combination of education and experience.

Knowledge, Skills, and Abilities:


  • Thorough knowledge of insurance benefit programs and related district, state or federal policies, procedures, laws, rules and guidelines.
  • Knowledge of Board policies, state and federal laws regarding disability, retirement, life insurance, health insurance, cafeteria benefits plan, and benefits for new employees.
  • Knowledge of retirement and disability benefit programs and related district, state or federal policies, procedures, laws, rules and guidelines.
  • Ability to implement and evaluate benefits programs.
  • Ability to facilitate new or existing employee enrollment and changes.
  • Ability to reconcile billed amounts to employee data.
  • Thorough knowledge of retirement and disability benefit programs and related district, state or federal policies, procedures, laws, rules and guidelines.
  • Ability to operate standard payroll and human resource information systems.
  • Ability to operate cooperatively with other departments.
  • Ability to prepare applicable records, reports and documentation.
  • Ability to communicate professionally and effectively both orally and in writing.
  • Ability to establish and maintain effective working relationships with staff, contract service providers, and the general public.
  • Ability to work independently to resolve employee issues using available resources.


Essential Functions:

  • Provides benefits information and assistance to employees. Provide guidance to employees enrolling in the benefit programs. Insures employees understand the benefits available to Henderson County Public Schools' employees; makes employees aware of the cost to enroll in benefits not fully funded by the school system. Completes administration aspects of enrollment and provides the payroll department with timely data for processing.
  • Assists employees with benefit coordination including, health benefits, vision, dental, life, etc.
  • Provides retirement assistance to employees. Counsels employees concerning retirement
  • eligibility and benefits and accomplishes required administrative action.
  • Calculate years of retirement service credit; projects accruals for retirement service credit.
  • Completes and reviews necessary forms for completeness to processes retirement applications.
  • Assist the Retirement System with audits as requested.
  • Maintain employee retirement, disability and leave data in various data sources.
  • Coordinate short-term and long-term disability leaves in conjunction with FMLA.
  • Services employee injury and disability claims.
  • Analyzes disability application, medical reports and other documents to determine disability.
  • Counsels employees seeking to be placed on short- or long-term disability; performs administrative action applicable to claims.
  • Provides counseling on disability issues pertaining to sick leave, annual leave and related leaves including workers comp. and retirement.
  • Performs administrative actions required by Worker's Compensation for initiating injury claims; reviews claims for accuracy. Follows up with school, employee, physicians office and insurance carrier as needed through the progression of the injury. Keeps detailed records of injury claims.
  • Attends and contributes to the School Safety Committee on a monthly basis or as scheduled.
  • Prepares OSHA year-end report on school system employee injuries and other similar reports.
