Impact Behavioral Health Partners, a mental health agency located in Evanston, seeks a qualified and experienced Housing Stability Specialist to serve as a member of a multidisciplinary team.

As a Housing Stability Specialist, you will provide a range of strength-based, person-centered services to Impact’s participants to promote their housing stability and independence.

Salary: Starts at $40,000 per year.

Benefits: This position comes with a full benefits package. The vacation benefit package includes 25 days of PTO, 13 paid holidays, and 2 paid floating holidays each year. Employees who work at Impact at least one year are eligible for paid parental leave.

The insurance benefit package includes HMO or PPO health insurance through Blue Cross Blue Shield provided at no monthly premium cost to the employee for plans that do not include family or spouse. Each employee also receives $10,000 life insurance coverage at no cost to them. Additionally, employees may choose to purchase additional life insurance, vision insurance, or dental insurance at affordable monthly costs.

The retirement package includes the agency paying 1.5% the amount of an employee’s annual salary into a Simplified Employee Pension plan at no cost to the employee. Employees may also voluntarily contribute to a 403(b) tax-deferred retirement plan.

Location: This role will be primarily on site at Housing Authority of Cook County (HACC) locations in northern suburban Cook County, including but not limited to Skokie, Niles, Des Plaines, Franklin Park, Arlington Heights, Wheeling, and other scattered site locations.

Utilizing other work settings such as working remotely from home, working remotely in the field, or working at Impact’s office in Evanston may be possible as conditions and schedule allows.

Schedule: Full-time position, 37.5 hours per week. Flexible scheduling may be available to accommodate employee needs outside of work but cannot be guaranteed.

Essential Functions:

● Fully promote and participate in the integration of Housing First, Harm Reduction, and Trauma-Informed Care approach across all services.

● Function as a fully integrated member of the service team. Includes but not limited to providing coordination and administrative support to the team as determined.

● Provide services that align with the housing and program model of the organization. Includes providing all services under a framework of Housing First, Harm Reduction, and Trauma-Informed Care, as well as service plan and treatment strategy development based on these models.

● Provide direct service to program participants. Includes providing direct in-home service to participants to assist in the assessment and development of all skills related to maintaining the terms of a lease, such as hands-on training and education on how to clean, cook, do laundry, shop, maintain an apartment, and manage other activities of daily living. This may require the lifting and carrying items.

● Provide Eviction Prevention services. Meeting with participants in danger of losing their housing due to lease violations to assist with developing a plan of action that will help stabilize their housing situation preventing eviction.

● Document all relevant activities. Includes but not limited to timely and complete documentation and billing/reporting of all relevant participant activities, HMIS data entry, all relevant staff and training activities, all administrative and accrediting and license compliance matters, and all relevant activities or incidents related to agency property and equipment. Service documentation will link to specific goals for each participant.

● Coordinate with Housing Authority of Cook County (HACC) Property Managers. Includes reaching out to property managers to advocate on behalf of the participant, when appropriate, and acting as a liaison between participant and landlord to assist participant with housing stability.

● Coordinating with the Clinical Team. Includes collaborating with Impact’s Clinical Team to meet treatment goals related to housing stability.

Additional Job Functions:

● Obtain 20 hours of competency-based training relevant to the position each year within Impact or through outside training or seminars.

● Be available and provide occasional assistance with housing-specific issues on an on-call basis after regular business hours, e.g. assist with issues such as apartment lock-outs.

● A valid Illinois driver’s license is required. Proof of valid driver’s license and a Department of Motor Vehicles check will be run on all employees’ driver’s license at least annually.

● Employees must meet all of the organization’s insurance carrier’s requirements. This includes but is not limited to employees personally obtaining and maintaining $100,000 /$300,000 bodily injury and liability auto insurance. Proof of auto insurance must be provided at least annually.

● Other duties as assigned.

Physical Requirements:

● Ability to twist, turn, bend, stand, climb stairs, and lift as required to perform the duties associated with this job.

Qualifications:

● Bachelor's degree in social work, psychology, counseling or related human services field required.

● Three to five years of relevant work experience. Experience working with persons with chronic mental illness is preferred. Experience working in property management is preferred.

● Demonstrated experience in and commitment to providing services from a Housing First and Harm Reduction approach.

● Demonstrated ability to provide clear and effective communication both verbal and written.

● Ability to function in a computer oriented office, including working knowledge of pertinent software.

● Skills and abilities necessary to provide the responsibilities and requirements outlined above.

● Ability to speak more than one language is preferred.
