General Description:

CIDNY is seeking a full time Housing Program Manager to manage both The Olmstead Housing Subsidy and the Rapid Transition Housing programs which offer statewide rental subsidies and transitional housing support program for eligible individuals with disabilities and older adults who are homeless or institutionalized and wanting to transition to their own homes. This position will assist in oversight of the funded contract deliverables and supervises staff members directly responsible for daily management of project activities. The Housing Manager Position requires experience in working with people with disabilities, housing and program management. The manager will report to the Senior Housing Manager.

Job Responsibilities:

  • Administer incoming referrals for both programs and make appropriate assignments to Housing Specialists and Independent Living Specialist available at both CIDNY and auxiliary Independent Living Centers.
  • Manage daily operations of both programs and Supervise Housing Specialists and Independent Living Specialists to ensure program deliverables and that activities are in compliance with program requirements.
  • Assist staff in determining program eligibility, locating housing, landlord relations, and approval of rent/Community Transition Service-CTS, and moving operations.
  • Weekly supervision and case reviews to identify barriers/trends, strategies, work plans, goals, and additional community resources.
  • Ensure data entry, documentation, and reports are maintained and submitted per contract requirements.
  • Ensure confidentiality and HIPAA compliance is maintained for all consumers who use the Program, and comply with CIDNY policies on privacy and data protection.
  • Provide support to local auxiliary ILC providing OHS/RTH services. This may include but is not limited to assistance with barrier identification and resolution, sharing of community resource information, and trainings.
  • Communicate, coordinate and collaborate with Open Door Transition Center staff and other partners.
  • Attends in-service training and unit meetings as well as any other agency-related activities.
  • Perform other program-related duties as assigned.

Education and/or experience required:

  • Bachelor degree and at least five plus years of post-graduate supervisory & program management experience required.
  • Experience in housing placement programs and/or working with people with disabilities and older people that rely on Medicaid.
  • Excellent oral and written communication skills.
  • Proven supervision skills including ability to provide effective transfer of knowledge to staff members.
  • Ability to problem solve quickly and calmly in a fast-paced environment.
  • Must be computer literate on Microsoft Programs.
  • Ability to learn new applications and database systems quickly.
  • Respectful and comfortable with persons from different backgrounds.
  • Direct experience in working with people with disabilities, understanding of disability-related issues preferred.
  • Preference will be given to persons with a disability and bilingual.
