Summary:


Under the supervision and direction of the Vice President of Health Information Management, the Health Information Manager is responsible for: the management of the operations of the Health Information Management functions and activities (i.e., audits, chart completion, coding, release of information, etc.), implementing effective policies & procedures, and monitoring the activities of the HIM areas to assure that all processes are value added, while performed in an error-free, quality fashion. In addition, this role is responsible for managing and securing patient records in compliance with state and federal mandates for paper and electronic storage of patient information while ensuring that databases are secure and may only be accessed by authorized personnel. The Health Information Manager ensures records are accurate and complete to facilitate patient care, billing, research, and quality improvement. The Health Information Manager oversees the process of updating, storing, and securing patient data and safeguarding that such data is available only to specific individuals.


Essential Duties and Responsibilities:


Administrative Functions:


1. Manages all of the activities and functions of the HIM department.

2. Directly supervises and coordinates the Internal Medical Record Audits in addition to the HIM team’s support for external Health Plan Medical Record Audits.

3. Plans and prioritizes in accordance with departmental goals, turnaround time standards, objectives, etc., so that the deadlines can be met.

4. Develops and provides periodic in-services and educational sessions on related topics for the functions supervised.

5. Maintains knowledge of all HIM functions that the position manages so they are able to assist as needed.

6. Provides or facilitates the provision of orientation and on-the-job training as required for the personnel assigned to the HIM area as well as any other staff that require orientation to the HIM area. (Students, volunteers, nursing staff, etc.).

7. Participates in committees, task forces, and meetings as appropriate or assigned. Plans, implements and supports proficient health information management systems and medical record keeping processes.

8. Takes an active role in the testing that is required as part of any and all applicable information systems that are used (i.e. HIEs, interfaces, etc.)

9. Supervises and coordinates the HIM staff as assigned and their associated functions and manages resources/projects effectively.

10. Identifies and evaluates operational problems, troubleshoots and facilitates suitable solutions with employees and customers.

11. Keeps abreast of new developments in the HIM field and communicates these to the appropriate staff, users, etc.

12. Coordinates activities for the Health Information Management Committee/Workgroup (i.e., monthly reports, etc.).

13. Completes the monthly report by the established deadline each month. Uses the monthly report to identify trends and any areas that may need to be addressed.

14. Oversees the scanning process and ensures that the records are being scanned appropriately.

15. Oversees the release of health information process to ensure records are being released according to Borrego Health policy, state law, and federal regulation.

16. Ensures that the EHR pending items process is in accordance with the medical staff rules and regulations.

17. Oversees outside vendors such as the third party record release partner, assuring the quality and timeliness of their services and adherence to appropriate Borrego Health policies and procedures, competencies, and contract requirements.

18. Reviews, updates policies and procedures and the training manual annually or sooner if changes/situations warrant.

19. Assures that staff is performing in a productive manner and that resources are assigned and used effectively to accomplish the goals/deadlines that are established. Addresses any concerns regarding an employee’s inability to meet standards and apprises the VP of HIM of any action plans that are required for staff.

20. Conducts monthly staff meetings and documents the minutes and performs follow-up from the meetings. Ensures that the staff that was unable to attend the meeting review the minutes from the meeting.

21. Ensures supervised staff timeclock use and payroll is completed according to Borrego Health policy.

22. Updates HIM job descriptions for supervised roles annually.

23. Recruits, interviews, hires, disciplines, coaches, and develops HIM staff according to established guidelines and policies.

24. Provides leadership and promotes teamwork within the HIM areas.

25. Sets a tone of responsiveness and service orientation to all customers through efficient HIM processes and operations.


Qualifications:


Minimum Qualifications:

1. Graduate of an accredited college with a Bachelor's degree.

2. A minimum of two years’ experience working in healthcare, Medical Records/HIM preferred.

3. RHIA (Registered Health Information Administrator)/RHIT (Registered Health Information Technician) preferred.
