Duties

Major duties and responsibilities include but are not limited to the following:

Health Systems Management Support ( 75%)

  • Participates in planning, implementing, and analyzing a facility-wide program for (CPI) initiatives.
  • Coordinates the effects of CPI/Lean Six Sigma (LSS) activities at the facility to ensure an effective program that integrates seamlessly with day-to-day performance improvement and line operations
  • Performs as a member of the CPI team as required in the facilitation, planning, progress, and completion of technically challenging strategic projects of significant value
  • Assists with planning, organizing, and executing the full Define, Measure, Analyze, Improve, Control (DMAIC), Design Measure Analyze Develop Validate (DMADV), Rapid Improvement Events (RIEs), Kaizen, 5S, Value Stream Analysis (VSA), and other applicable improvement initiatives
  • Serves as the expert facilitator on the team, using the tenets of Six Sigma, Lean, the Theory of Constraints, Lean Daily Management (LDM), Plan-Do-Study-Act (PDSA), and Change Management, facilitating the team to achieving the desired future state*Employ tools such as visual management, standard work development, and deployment and benchmarking where appropriate. Each of these analytical tools can be used separately but are often used in combination to develop a sustained focus on CPI.
  • Provides input to advise the FHCC Director, Deputy Director, Executive Leadership Team (ELT), and the Board of Directors (BOD) in the development and implementation of the organization wide CPI Program. Coach the FHCC Director, Deputy Director, ELT, BOD, and other senior leaders on behaviors and decisions to ensure projects are successful, they meet deadlines, and results are sustained over time.
Process Improvement (25%)
  • Remain abreast of new developments in the areas of process improvement and change management and will be responsible to support the program in developing policy, guidance, and the training and mentoring staff
  • Serve as an on-site Black Belt expert and participates in locally focused areas/issues such as charter review, managerial/leadership Interaction, project/program tracking, feedback collection and data calls
  • Ensure all CPI program initiatives are communicated and distributed throughout the FHCC
  • Ensure alignment of process improvements activities with FHCC strategic goals, and industry standards. Provide appropriate training for team members as required and may teach staff members VA Lean White Belt, CPI Problem Solving, Mid-Level Manager, Green Belt, or Champion.

Qualifications

You may qualify based on your experience and/or education as described below:

BASIC REQUIREMENTS: You must have one of the following:

EDUCATION: Undergraduate or Graduate Education with a major study in hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration.

OR

EXPERIENCE: Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following:- Missions, organizations, programs, and requirements of health care delivery systems;- Regulations and standards of various regulatory and credentialing groups; and- Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement.

GS-12 GRADE REQUIREMENTS:
  • Must have one full year of specialized experience equivalent to at least the next lower grade GS-11 that equipped you with the knowledge, skills and abilities to perform successfully the duties of the position. Examples of Specialized experience are:
  • Knowledge of the overall functions of an organization, including knowledge of its responsibilities;
  • Knowledge of policies which affect an organization and have an impact on the organizational structure and sections. Knowledge of the organization's relationship with other Federal and state agencies and private industry.
  • Knowledge of an organization's operations sufficiently to enable the incumbent to speak when appropriate, concerning program goals, objectives, policies and commitments. Advanced knowledge of computer programs including word processing, communications, graphics, and spreadsheet development.
  • Ability to collect and analyze data, create data bases, prepare statistical summaries, and draw conclusions and recommend appropriate actions.
  • Knowledge and skill in applying analytical and evaluative methods and techniques to issues concerning the efficiency and effectiveness of program operations carried out by the staff members of an organization.
  • Ability to plan effectively, set priorities, and coordinate activities so that deadlines are met and work is product in a systematic manner.
  • Ability to establish and maintain effective relationships with and gain the cooperation of managers and co-workers on complex issues.
  • A high degree of skill in oral and written communication sufficient to prepare and present findings and recommendations.
Selective Placement Factor: Must be trained in an recognized program as a Lean or Six Sigma Green Belt/Black Belt.
