Overview

Be a leading policy resource for Vermont's Medicaid program at the Department of Vermont Health Access (DVHA). DVHA's Policy unit is seeking a qualified Health Care Assistant Administrator to join their tight-knit team to help low-income Vermonters access quality and affordable healthcare.

The Health Care Assistant Administrator Position have the following Responsibilities:
  • Responsible for a broad, ever-evolving set of Medicaid policy topics, including telehealth, provider reimbursement, and home- and community-based services.
  • Provides a leadership voice related to coverage and eligibility policy under Medicaid.
  • Track and analyze changes to federal and state laws and regulations that impact Vermont’s Medicaid programs.
  • Identify current or impending issues and potential solutions, and evaluate other proposed solutions.
  • Use state and federal rules and guidelines to develop, analyze, and implement policy changes in collaboration with other State staff and often including external stakeholders.
  • Support DVHA leadership during the legislative session by preparing testimony, reviewing bills, and responding to inquiries from legislators and their staff.
  • Additional duties include participation in internal and external workgroups and ad hoc policy duties as assigned.

AHS BACKGROUND CHECKS: Candidates must pass any level of background investigation applicable to the position. Environmental Factors

Duties are performed primarily in a standard office setting. A valid drivers' license is required and private means of transportation could be needed if a fleet vehicle is unavailable. Conflicting opinions on operational problems may be anticipated. Multiple competing priorities and tight deadlines are a frequent occurrence.

Minimum Qualifications

Master's degree AND one (1) or more years of experience at or above a technical level in a human services program, INCLUDING one (1) year or more working with the health care programs administered by the State of Vermont.

OR

Bachelor's degree AND three (3) or more years of experience at or above a technical level in a human services program, INCLUDING one (1) year or more working with the health care programs administered by the State of Vermont.

OR

Associate's degree (or two (2) years of full-time college coursework) AND five (5) or more years of experience at or above a technical level in a human services program, INCLUDING one (1) year or more working with the health care programs administered by the State of Vermont.

OR

High School diploma or equivalent AND seven (7) or more years of experience at or above a technical level in a human services program, INCLUDING one (1) year or more working with the health care programs administered by the State of Vermont.

Preferred Qualifications

  • Strong written and verbal communication skills.
  • Strong organizational skills.
  • Ability to work in fast-paced office environment.
  • Knowledge and experience applying and interpreting rules associated with Medicaid regulations.
  • Desire to develop and influence good public health care policies.
  • Knowledge and experience with Vermont Medicaid HCBS programs and services.
  • Strong investigational research skills and attention to detail.
  • Demonstrated ability to coordinate with stakeholders on the achievement of goals.
  • Demonstrated ability to work with providers and advocates.
