Nature of Work

As a member of the state West Virginia Birth to Three (WV BTT) team, the Incumbent provides information, technical assistance and support regarding components of the early intervention system to 200 enrolled professionals and other partners in an assigned geographic area as well as certain statewide responsibilities. The position is critical component of the WV BTT team under Part C of the Individuals with Disabilities Education Act (IDEA).

Incumbent provides specialized technical support and share program's interpretation of existing and/or changing federal special education laws and regulations for WV BTT under Part C of the Individuals with Disabilities Education Act (IDEA), to agency grantees and over 200 professional service providers in assigned areas. Maintain ongoing communication and collaboration with Regional Administrative Agency (RAU) grantees to identify current concerns and to assist, coordinate, and develop strategies to ensure achievement of program objectives and goals. Make monthly visits to RAU sites.

Participate in WV Birth to Three core training sessions and contact all newly enrolled service providers in region to provide information and support. Incumbent Identifies practitioner needs and concerns through periodic review of Early Intervention records and provide support and guidance to direct service practitioners to assist them to adhere to program policy. Complete routine data and record reviews in order to identify the need for technical assistance. Provide support and guidance to regional grantees, provider agencies, and individual professional service providers that are under a corrective action plan due to non-compliance.

The Incumbent will collaborate with other WV BTT state office staff, RAUs and local service providers to identify program training needs. Attend professional events as a representative of WV BTT state. Assist with recruitment of new service professionals for identified areas of unmet need. Identify and assist in locating qualified sign language interpreters and translators in order to assure the procedural safeguard protections for children and families.
Incumbent should be knowledgeable of state and community resources relevant to the needs of children and families participating in WV BTT. Be responsible for an assigned statewide component of the WV BTT system such as coordination of webinar training, quality assurance projects, etc. Be respectful of WV BTT materials. Distribute materials as requested by RAUs and providers. Travel within designated regions and statewide as needed.

Minimum Qualifications

Training: Bachelor's degree from a regionally accredited college or university.
Substitution: Additional experience as described below may be substituted for the required training on a year-for-year basis.

Experience: Two (2) years full-time, equivalent part-time paid or volunteer experience in a technical or program area that is related to the area of employment.
Substitution: Post-graduate education in a field related to the area of employment may be substituted for the required experience on the basis of fifteen semester hours for one (1) year of experience.
OR
Master's degree in social work from a regionally accredited social work program from a regionally accredited college or university.

Note: Appointment above the entry rate may be made at 5% for each six (6) months of successfully completed work as an intern in a practicum placement with the Department of Health and Human Resources for the Master of Social Work degree.
