GENERAL DESCRIPTION:

This position oversees the implementation, operations, and servicing of the Real-Time Payments platform and team while ensuring internal and external resources are deployed effectively to fulfill the ongoing needs of our employees and members. Motivates and leads staff to meet and maintain Credit
Union strategic goals. Monitors product and service performance, makes recommendations for improvements, identifies opportunities for operational efficiency and automation, and implements program enhancements. Performs real-time payments platform operations cost analysis, participates in the enterprise vendor management process, and business continuity for assigned areas. Ensures compliance with all applicable laws and regulations ensuring policies and procedures are maintained, and ensures compliance with real-time payment network rules. Collaborates with Fraud Services to implement risk controls and mitigate losses, and collaborates with Marketing to support member education on scams and fraud.
TASKS, DUTIES, FUNCTIONS:

1. Report to and directly support duties and functions of the Senior Manager, Money Movement.
Assist the Senior Manager in developing and implementing new programs, products, and services as it pertains to a real-time payments system. Prepare periodic verbal and written reports for management.

2. Work with various internal teams, including IT, Digital Channel Delivery, Payment Operations,
Accounting and Finance, Fraud Services, and the Enterprise Project Office to develop and implement a real-time payments platform. Responsible for developing platform vision and strategy, and executing on it, including all system controls, marketing and awareness, member experience, fraud mitigation, settlement procedures, and ongoing innovation opportunities.

3. Maintain a through understanding of state and federal laws and regulations related to financial institution compliance, including best practices, emerging rules, and threats as it relates to real- time payments.

4. Function as the internal expert on real-time payments, including network rules, applicable regulations, industry best practices, marketing and strategy of the platform, and security and risk.

5. Develop plans to overcome complex business, operational, or technical challenges that require in-depth planning and direction to resolve system issues.

6. Implement and provide daily operational direction and support for Zelle and the real-time payments platform. Develop processes, document procedures, and establish operational rules and systems to support daily settlement, reconciliation, and department processes.

7. Champion opportunities to support strategic goals as they pertain to real-time payments.
Research and develop business cases for new innovations in the real-time payments sphere and lead efforts to increase platform adoption by membership. Review, analyze, and take action on all procedural, compliance, and legal recommendations for efficiency and soundness.

8. Foster a positive and engaging work environment for each team member by promoting skill development, coaching for improvement and growth, inspiring others through words and actions, ensuring positive employee morale throughout the department and embracing our mission, vision, and core values.

9. Maintain vendor relationships. Review and pay incoming invoices relating to real-time payments and ensure invoices are timely and accurately processed.

10. Collaborate with the Fraud Services team to identify, implement, and regularly monitor risk control measures to reduce and prevent fraud. Routinely back-test controls to ensure they are working as desired while still allowing a positive member experience.

11. Collaborate with Accounting to document and implement reconciliation, settlement, and funding mechanisms to support a real-time payments system. Prepare annual budgets. Manage actual expenses to variances and provide detailed explanation of all variances over/under the accepted limits.

12. Develop and review policies, procedures, risk assessments, controls, and risk mitigation measures for the real-time payments system. Assess, develop, and document the operational needs of the platform and hire staff as appropriate to maintain SLAs.

13. Identify and benchmark system adoption, limits, member experience, and controls as they pertain to peers. Develop and routinely present KPIs to leadership.

PHYSICAL SKILLS, ABILITIES, AND EXERTION UTILIZED IN THE PERFORMANCE OF THESE

TASKS:

1. Strong oral and written communication skills required to train staff and represent Golden 1 management in all communications.

2. Must possess sufficient manual dexterity to skillfully operate an online computer terminal and other standard office equipment, including a typewriter, adding machine, personal computer, facsimile machine, and telephone.

ORGANIZATIONAL CONTACTS & RELATIONSHIPS:

1. INTERNAL: All levels of staff and management.

2. EXTERNAL: Members, vendors, Banks including the Federal Reserve, suppliers, and government agencies, industry peers.

QUALIFICATIONS:

1. EDUCATION: Bachelor’s Degree in related field or equivalent work experience.

2. EXPERIENCE: Five years or more of progressively responsible management and supervisory experience within a Credit Union or financial institution with oversight of Payments teams. At least two years’ experience in planning, developing, and coordinating projects desired. Experience developing, implementing, or managing a real-time payments system is preferred.

3. KNOWLEDGE/SKILLS: o Strong communication skills, including the ability to make objective observations, examinations, evaluations, and recommendations. o Strong leadership skills. o Organizational and time management skills. o Project and team management skills o Auditing, data processing, and general business administration. o Knowledge of State and Federal regulatory requirements as related to areas of responsibility (for example: Reg E, Reg D, Reg CC, Federal Reserve Bank, government agencies and general banking rules).

PHYSICAL REQUIREMENTS:

1. Prolonged sitting throughout the workday with occasional mobility required.
2. Corrected vision within the normal range.
3. Hearing within normal range. A device to enhance hearing will be provided if needed.
4. Occasional movements throughout the department daily to interact with staff, accomplish tasks, etc.

5. Minimal travel throughout the United States to evaluate technology. Moderate local travel by car or public conveyance required to attend seminars, conferences, and meetings.
6. Occasionally long work hours may be required to accomplish tasks.

LICENSES/CERTIFICATIONS:

Possession of a valid California driver’s license is desirable but not essential.

Job Type: Full-time

Pay: $100,000.00 - $115,000.00 per year
