CCE Oneida is a subordinate governmental agency with an educational mission that operates under a form of organization and administration approved by Cornell University as agent for the State of New York. It is tax-exempt under section 501(c)(3) of the Internal Revenue Code. The association is part of the national cooperative extension system, an educational partnership between County, State, and Federal governments. As New York’s land grant university Cornell administers the system in this state. Each Cornell Cooperative Extension association is an independent employer that is governed by an elected Board of Directors with general oversight from Cornell. All associations work to meet the needs of the counties in which they are located as well as state and national goals.

Job Description

Do you like to help people? If so, then come join our team! CCE Oneida County is seeking a Green & Healthy Homes Initiative Program Leader. The Green and Healthy Homes Initiative (GHHI) is a social innovation that yields high rates of return on the integration of energy and health-based investments in lower income communities. The GHHI integrated service delivery system has fast become a national model for health, energy and housing programs at the local level. The GHHI approach achieves multiple benefits, including healthier and more energy efficient homes, higher quality green jobs, increased economic opportunities for low income communities, and better health outcomes for children and families. These benefits are attained by leveraging the nation’s investment in weatherization, energy efficiency, lead hazard reduction, housing rehabilitation and Healthy Homes interventions. GHHI focuses on the reduction of asthma, lead poisoning and trip and fall injuries to improve health, economic and social outcomes for families, children and seniors.

The GHHI Program Leader will assist in ensuring the successful development and implementation of the Green & Healthy Homes Initiative at GHHI Utica-Oneida County. The Program Leader will work closely with the Lead Free Mohawk Valley (LFMV) Coalition as well as other partner organizations and agencies to assist in formulating and implementing GHHI goals, objectives, and strategies. The stakeholders typically involved in GHHI sites are diverse and include municipal and state governments, local philanthropies, community-based organizations, healthcare providers, utilities, weatherization, housing rehabilitation and lead remediation contractors, academia, and others. The Program Leader will work with partners to coordinate and leverage their collective resources to ensure the success of GHHI Utica-Oneida County in part by facilitating round table discussions, leading educational work group initiatives, educating the community to ensure an understanding of healthy housing and environmental safety, and identifying overall training needs to ensure the success of the healthy housing initiative. The Program Leader will work with the supervisor to create local, regional and statewide networks that enable innovative shared programming development and delivery opportunities.

Required Qualifications

  • Master’s Degree in Public Policy, Public Health, Business Management, Government, Economics, or related field. Bachelor’s Degree plus 4 years transferrable relevant evidence-based research experience may substitute for Master’s Degree.
  • Experience relevant to the role of the position.
  • Ability to work independently and as part of a team.
  • Demonstrated ability to communicate effectively through oral, written, and visual means.
  • Ability and willingness to work with diverse audiences and maintain cultural sensitivity.
  • Ability to identify and utilize program resources from the organization and the community.
  • Ability to relate effectively to co-workers, advisors, community and professional leaders.
  • Strong interpersonal skills with proven ability to work effectively with advisory boards and committees, community and funding partners.
  • Ability and willingness to work with a high degree of integrity, accuracy, organization, sound professional judgment, and the ability to handle confidential, sensitive information.
  • Ability to organize, manage, and prioritize multiple tasks, deadlines, requirements, and priorities to complete work in a timely manner and within established deadlines.
  • Demonstrated ability to utilize computer technologies for educational and communication purposes, including Microsoft Office programs.
  • Strong presentation and public speaking skills.
  • Ability to meet travel requirements associated with this position.
  • Ability to work flexible hours which may include evenings and/or weekends, as appropriate.
  • Ability to work with and utilize internal and external collaborators at multiple levels within an organization and across communities.

Position Details

This is a full-time (37.5 hrs./week), benefits eligible, non-exempt position with an hourly rate of $23.08/hr. The GHHI Program Leader will work on-site at the CCE Oneida office in Oriskany, NY with an additional off-site location at the Home Ownership Center in Utica, NY.
