GENERAL DESCRIPTION:

Responsible maintaining, reviewing, tracking and coordinating federal and state grant programs. Work at a high-performance level with minimum supervision and exercise a high degree of independent judgment in resolving problems. Work includes researching, evaluating information, initiating action and preparing grants within the framework of professional grant writing techniques and existing laws, rules and regulations. Facilitates development, review and editing of grant proposals; conducts extensive research for potential funding sources; interacts with administration and outside agencies in developing proposals for Pasco County

ESSENTIAL JOB FUNCTIONS: The omission of specific statements of duties does not exclude them from the position if the work is similar, related, or a logical assignment to the position.

  • Coordinate with County departments to research and identify opportunities for obtaining resources from non-County sources to support County projects/programs and coordinate with County departments, external auditors, and the Clerk and Comptroller's Financial Services Division to accurately report all federal and state grant expenditures on the annual Schedule of Expenditures of Federal Awards (SEFA).
  • Reviews grant programs developed by other department/offices and agencies prior to being considered by the Board of County Commissioners.
  • Develops reporting systems and collects all financial information regarding the budgets of active grants, budget revisions, or amounts available to be reimbursed in the future or reprogrammed to another project.
  • Prepares necessary information to support grant revisions, amendments and closeouts.
  • Develops recommendations for future grant funding based upon program review and analysis. Interprets Federal, State, and County regulations and guidelines on programmatic and administrative matters pertaining to grant programs.
  • Prepares and submits various grant award applications.
  • Maintains schedule of grant application deadlines and requirements. Ensures full compliance of all proposals with grantor requirements as to content, format and documentation.
  • Researches and maintains active involvement in grant program areas to stay current with laws and regulations.
  • Establishes financial controls and systems for new grants/programs.
  • Makes recommendations for corrections or budget transfers when needed.
  • Monitors grant compliance; prepares periodic reports on fiscal status of grants.
  • Maintains master files on grants.

KNOWLEDGE, SKILLS AND ABILITIES:

  • Knowledge of government accounting principles as it relates to grants.
  • Knowledge of up-to-date Federal, State, and County funding sources and requirements.
  • Ability to plan and execute a complex grant management program.
  • Ability to perform research and analyze data. Ability to communicate orally and in writing with clarity and conciseness.
  • Ability to perform analytical work carefully and accurately.
  • Ability to establish and maintain effective working relationships as necessitated by work.
  • Ability to maintain detailed records, develop presentations of composite data and perform comparative analysis of fiscal and operational performance data.
  • Ability to operate a personal computer and related word processing, spreadsheet and database programs.

MINIMUM REQUIREMENTS:

PHYSICAL SKILLS: Ability to communicate effectively using verbal, written, and visual communication.

EDUCATION, TRAINING AND EXPERIENCE: Graduation from a accredited college or university with a Bachelor's Degree or higher in Business Administration, Public Administration, Accounting or related field. Three (3) years of experience in a position related to grants development, management, and/or administration, including grant writing and monitoring of various federal and/or state funding sources. Master's Degree in Business Administration (MBA) or Public Administration (MPA) is preferred.

LICENSES, CERTIFICATIONS OR REGISTRATIONS: Must possess a valid Florida driver's license.

Job Type: Full-time

Pay: $55,000.00 - $61,000.00 per year
