The Office of Innovation & Technology (OIT) is the central IT agency for the City of Philadelphia headed by the Chief Information Officer (CIO). This position is within the CityGeo Group of OIT led by the Chief Geographic Information Officer (GIO). The GIS Analyst is assigned to the Philadelphia Parks & Recreation (PPR), which advances the prosperity of the City and the progress of her people through the intentional and sustained stewardship of over 10,200 acres of public land and waterways as well as through hundreds of safe, stimulating recreation, environmental, and cultural centers. PPR promotes the well-being and growth of the City’s residents by connecting them to the natural world around them, to each other, and to fun, physical, and social opportunities. PPR is responsible for the upkeep of historically significant Philadelphia events and specialty venues, and works collaboratively with communities and organizations in leading capital projects and the introduction of innovative programming.


Job Description


Philadelphia Parks & Recreation (PPR) is made up over 300 neighborhood parks, recreation centers, and playgrounds as well as over 272 miles of trails. The GIS Unit supports all divisions within PPR. The GIS Analyst will work with PPR staff to administer and maintain the Urban Forestry Asset Management System and provide GIS support for all divisions of PPR. The GIS Analyst will develop, produce, and maintain reports and graphical templates within the asset management system. One on one support and training will be provided remotely or in-person, as needed. The GIS Analyst will be responsible for the creation, analysis, and maintenance of spatial data layers and/or applications using the ArcGIS suite of desktop products and ArcGIS Online mapping platform. Publishing web maps, modeling workflows, and providing support for field data collection applications will also be required.

Essential Functions
  • Administer, develop training, and provide support for Cityworks.
  • Develop, implement, and monitor work activity templates to support PPR growth, administering the existing templates, and ensuring standard operating procedures are being adhered to.
  • Modify/Update technical configuration settings within applications through system administrative consoles.
  • Manage users and access requests for Cityworks.
  • Availability to be on-call as primary point of contact for Cityworks issues.
  • Coordinate with Cityworks, vendors , City IT, and GIS on licensing, software/departmental needs, security, and GIS related needs or issues.
  • Develop, maintain, and document geospatial datasets utilizing geocoding, on-screen digitizing, as well as historical/legal documentation research.
  • Create and maintain process automation related to data maintenance.
  • Provide geospatial support to all divisions within PPR, on-line and hardcopy maps, and setup of field data collection apps.
  • Develop and maintain of web map applications published via ArcGIS Online.
  • Query, analyze and prepare statistics on spatial and non-spatial data within relational databases using SQL.
  • Prepare and execute workflows and geoprocessing models using ArcGIS Model Builder.
  • Prepare and deliver presentations, training sessions, or documentation related to mapping software, tools or departmental standard operating procedures to staff on as needed basis.


Competencies, Knowledge, Skills and Abilities
Required:
  • Proficiency in database management: create, edit, update, join, append and query data from spatial and non-spatial relational databases, utilizing SQL statements.
  • Experience with data visualization and graphics tools for the creation of professional presentations reports, web content, or education materials.
  • Advanced-level proficiency using ESRI ArcGIS Pro 2.x software suite.
  • Experience with ArcGIS Online with implementing dashboards and applications, Collector, Field Maps, and Survey123 for data collection applications.
  • Intermediate-level proficiency with ArcGIS Model Builder.
  • Geospatial data design, creation, editing and maintenance proficiency in ESRI products.
  • Cartographic design experience for web and hardcopy maps.
  • Intermediate-level proficiency using Microsoft Office 365 or 2010 Professional Suite (Access, Excel, Word, Powerpoint).
  • Excellent written and oral communication skills.
  • Ability to create and maintain good working relationships and collaborations while being able to work independently and take initiative.
  • Genuinely excited and enthusiastic about learning and pushing technical limits when finding new solutions.
Preferred:
  • Intermediate experience level with Cityworks or other asset management systems.
  • Intermediate experience level in designing, implementation, and maintenance of Crystal Reports.
  • Ability to perform simple T-SQL statements in Microsoft SQL Server Management Studio.
  • Understanding of Single Sign On (SSO) and ability to update employee records and information
  • Experience with various troubleshooting methods for technical and application issues and following walkthroughs/guided procedures for advanced troubleshooting.
  • Intermediate-level proficiency with ArcGIS extensions Model Builder, Spatial Analyst, Geostatistical Analyst, and Network Analyst.
  • Experience providing trainings or presentations.
  • Valid driver’s license.

Qualifications


Baccalaureate degree from an accredited college or university which has included major course work in Geographic Information Systems (GIS), Geography, Urban Planning, Public Health, Natural Resources (analytical focus), Statistics, Information Science, or Civil Engineering. Master’s degree is preferred. Four to eight years of relevant professional experience required.
