COUNTY OF GREENE VACANCY NOTICE

POSTION: Fiscal Assistant I

DEPARTMENT: Children & Youth Services

LOCATION: Fort Jackson Building, Waynesburg, PA

SALARY: $13.77/hr (SEIU PG 8)

HOURS: 8:30 am to 4:30 pm Monday – Friday

1 hour unpaid lunch

OVERALL OBJECTIVE OF JOB:

The function of this position is to assist the Fiscal Officer and Fiscal Technician in performing a variety of accounting tasks and ensuring regulatory compliance.

ESSENTIAL FUNCTIONS OF JOB:

1. Gathers, organizes, verifies and tracks essential information and documents to determine and redetermine eligibility and reimbursability for all children receiving services funded through Title IV-E and TANF.

2. Develops, implements and maintains a uniform and structured Title IV-E, TANF, SPLC and Adoption Assistance eligibility case file per regulations for each child receiving services.

3. Develops, implements and maintains a rigorous and disciplined quality assurance review of Title IV-E and TANF eligibility determinations and redeterminations consistent with best practices.

4. Develops, implements and maintains management information tools, supports and systems that facilitate the effective and efficient tracking, documentation, verification, validation and monitoring of changes in Title IV-E, TANF SPLC and Adoption Assistance eligibility determinations and reimbursability.

5. Prepares and distributes all forms for Title IV-E and Title XIX Medicaid eligibility determinations and redeterminations to the appropriate state agency.

6. Serves as a liaison between the agency and service providers with respect to the contracting process; reviews detailed service provider expenditure documentation to determine appropriateness and reasonableness of costs associated with contracted per diem; verifies adherence of Title IV-E allowable expenditures to federal regulations; attends contract workgroup meetings.

7. Prepares contract documents and/or purchase of service agreements in accordance with regulations; tracks same through the administrative process.

8. Prepares and files appropriate documents with the Domestic Relations Section for Title IV-D funding; attends all child support hearings and court appeals.

9. Prepares and files appropriate documents with the Social Security Administration and other governmental agencies for Representative Payee status and Program Income funding; completes related reports.

OTHER DUTIES OF JOB:

1. Assists Fiscal Technician, when necessary, by reviewing and processing service provider invoices including verifying that services were prior authorized and billed amounts are in accordance with service provider contract; prepares and processes associated payments; notifies Fiscal Officer of irregularities.

2. Assists Fiscal Technician, when necessary, by computing, preparing and processing agency-generated invoices and associated payments; notifies Fiscal Officer of irregularities.

3. Assists Fiscal Technician, when necessary, by entering information from source documents into various databases, e.g., AFCARS, PEAPS, CY-28, Caseworker Visitation, QuickBooks, and resolves errors contained in the data quality and penalty calculation file; ensures timely electronic submission of related reports.

4. Assists Fiscal Technician, when necessary, by developing, implementing and maintaining management information tools, supports and systems that facilitate the effective and efficient tracking of child specific expenditures and referrals for services.

5. Assists Fiscal Technician, when necessary, by performing RMTS observation moments and completing related forms; ensuring that any moment-in-time surveyed is accurate as to the program and activity code recorded and auditable documentation to support the activity exists.

6. Assists Fiscal Technician, when necessary, by completing and filing school reports with the state and various school districts for all children in placement.

7. Assists Fiscal Technician, when necessary, by recording and depositing to the appropriate accounts, all incoming checks and cash payments.

8. Assists Fiscal Officer, when necessary, by preparing agency budgets, reviewing previous expenditures, analyzing program changes and projecting estimated costs based on funding limitation; prepares revisions and amendments to budgets as necessary.

9. Assists Fiscal Officer, when necessary, by classifying and summarizing numerical and financial data from source documents and enters into chart of accounts by cost center and prepares related reports.

10. Assists Fiscal Officer, when necessary, by preparing and submitting fiscal reports in a timely manner for all funding sources and providing information regarding the same to appropriate personnel.

11. Assists Fiscal Officer in assuring that standard operating procedures are developed and maintained for the efficient conduct of office and fiscal functions for internal control procedures.

12. Assists Fiscal Officer, when necessary, by maintaining and reconciling all agency checking accounts.

13. Assists Fiscal Officer, when necessary, with resource parent and agency staff trainings in regard to fiscal documentation requirements and county/agency policy.

14. Understands and follows fiscal rules, regulations, policy and procedures set forth by county, state and federal governing agencies.

15. Interacts with staff from the Office of Children, Youth and Families, outside agencies and various county departments in regard to fiscal operations.

16. May arrange conferences, meetings and travel reservations for agency personnel.

17. Uses word processing and spreadsheet software in the performance of fiscal support work.

18. Operates a variety of office and computer-related equipment, including a personal computer, printer, copier, typewriter, calculator, fax machine and other related equipment.

19. Assists clerical staff with answering incoming telephone calls, mail duties, greeting visitors, filing, etc.

20. Assists other personnel as may be required for the purpose of ensuring an efficient and effective work environment.

21. Attends meetings/training as required.

22. Assists other staff and departments with needed financial information.

23. Assists in training of new staff.

24. Maintains client confidentiality at all times.

25. Performs other job-related duties as required or assigned.

SUPERVISION RECEIVED:

Receives direct supervision and instruction from Fiscal Officer in regard to daily work duties

SUPERVISION GIVEN:

None

WORKING CONDITIONS:

Works indoors in adequate office space, lighting, ventilation and temperatures.

Normal exposure to noise and stress but subject to frequent disruptions.

Normal exposure to indoor dust/dirt.

PHYSICAL/MENTAL CONDITIONS:

Must possess the ability to record, convey and present information, explain procedures and follow instructions furnished in written, oral or diagram form

Must be able to prioritize tasks, pay close attention to detail and concentrate on work.

Must be able to sit for long periods throughout the workday with intermittent periods of standing and walking and occasional twisting, bending, stooping and reaching as necessary to carry out job duties.

Dexterity requirements range from coordinated movements of fingers/hands for typing and computer to simple dexterity of feet/legs and torso as necessary to carry out job duties.

Sedentary work with occasional lifting/carrying of objects with a maximum weight of ten pounds.

QUALIFICATIONS:

Education: A High School diploma or equivalent plus an Associate’s degree in accounting or business administration including or supplemented by 6 credits in accounting; AND

Experience: Two (2) years of clerical accounting support experience or an equivalent combination of education and experience. Or an associate degree in accounting or business administration including 6 credits in accounting; or any equivalent combination of experience and training. Two years as Fiscal Assistant I.
