POSITION SUMMARY: The Facilities Manager (FM) will be responsible for the hands-on day-to-day operations of the physical facilities of the The Salvation Army Ray and Joan Kroc Corps Community Center (RJKCCC). This includes all building and utility infrastructure as well as direct supervision of all maintenance, custodial, landscaping, and security staff of the RJKCCC. In addition to carrying out maintenance functions, responsibilities will include supervisory, engineering and administrative work in the management of maintenance and repair operations at a large sized facility of significant complexity. The population served by the facility generally causes the use of special maintenance measures and security related procedures and materials. The FM is responsible for managing the technical, operational, and engineering components of the construction and design process for (RJKCCC), which includes over 200,000 square feet of program space and up to 15 acres of property, including parking lots and fields. Program space includes sophisticated facilities such as the Worship and Performing Arts Center, Aquatic Center with competition pool and recreational pools, Health and Wellness Center, Athletic Center with gymnasium and multi-purpose sports field, Early Education Center (preschool), Community Education and Resource Center, Banquet/Conference Center, Administrative Offices, dormitory, kitchen, and off-property residence. The FM reports to the Assistant Center Director of Operations (ACDO).


REQUIRED QUALIFICATIONS:

  • Minimum five (5) years of hands-on progressive experience in facilities maintenance including extensive supervisory experience, preferably of technical staff, and with proven leadership to a diverse department. Demonstrated experience in hiring, training, supervising, evaluating, and disciplining staff, along with team building and change management skills.
  • Minimum five (5) years of experience in a similar building facility, such as a college, health facility, school facility, community center or resort.
  • Thorough knowledge of repair, maintenance, and construction techniques and of the tools, methods, practices, materials and equipment used in the construction and mechanical trades.
  • Working knowledge of building codes, environmental rules and all other rules and regulations governing repair, maintenance, and construction of facilities specifically with heating and cooling systems, sewer, plumbing, electrical, water, landscape, irrigation systems, swimming pool filtration systems, condensers, and de-humidifiers.
  • Direct and oversee journey level work in a variety of trades, read and maintain schematics and blueprints related to the facilities, sketch or review technical drawings to estimate repair and construction projects.
  • Monitor repair contracts and warranties.
  • Practice prudent fiscal responsibility while administering facility budgets related to property upkeep.
  • Read, write and communicate in English with proficiency in oral and written communication skills
  • Valid Driver’s License and insured transportation.
  • Proficiency in Microsoft Office, on-line HVAC mechanical systems, and preventative maintenance programs.
  • Demonstrated experience with training a variety of staff.

PREFERRED QUALIFICATIONS:

  • BS in Engineering or related field
  • Three years of hands-on experience working with HVAC systems

Any equivalent combination of training and experience which provides the required knowledge, skills, and abilities may be accepted.


ESSENTIAL FUNCTIONS:

  • Direct, supervise, plan, review and evaluate the work of subordinates, oversee, and evaluate on-the-job and outside training, develop and adjust objectives, assignments, schedules and priorities in Housekeeping, Security, Safety, Grounds, Fleet Maintenance.
  • Available to work weekends, evenings, and holidays.
  • Making technical decisions in a wide variety of trades.
  • Administer the work order system.
  • Direct and implement the preventive maintenance program.
  • Requisition and purchase material and supplies.
  • Oversee stock control procedures for tools, parts, and supplies.
  • Determine whether work should be done in-house or contracted out.
  • Advise management concerning the technical aspects of maintaining, replacing, or renovating equipment and facilities.
  • Give direction for handling hazardous waste storage and/or removal.
  • Maintain of high voltage electrical systems, HVAC, and pool
  • Maintain the telecommunications and multi-media cabling systems.
  • Monitor (daily) all buildings including the aquatic center, swimming pools, outdoor recreation facilities, gymnasium, worship & performing arts center, education center, fitness center, child watch, early childhood education center, dormitory, parking lots and landscaped areas, and identify any needed repairs or special projects to plumbing, electrical, windows or structures.
  • Monitor (daily) all electrical, security, communication, and ventilation systems for in and around the Center.
  • Administer key control procedure.
  • Be first respondent on fire alarm system, chemical spills and/or hazardous materials management.
  • Develop, supervise, and execute year-round preventative maintenance plan.
  • Maintain a consistently high level of efficiency in the operation of the facilities of the RJKCCC.
  • Meet regularly with management and RJKCCC ACDO to participate in setting priorities and recommendations for repairs, remodeling and replacement of facilities and equipment.
  • Maintain updated warranty files and administer warranty program on warranties on buildings and equipment related to the operational aspects of the RJKCCC.
  • Provide instruction to all maintenance staff in the proper use of all equipment and cleaning supplies.
  • Oversee and document the upkeep and maintenance of all vehicles and motor driven equipment.
  • Purchase equipment and supplies as authorized by the Administrator and in compliance with budgetary considerations.
  • Supervise and quality control check all work performed by the RJKCCC maintenance staff and outside contractors.
  • Develop systems that safeguard all facilities, supplies and equipment related to the buildings and grounds of the RJKCCC.
  • Check daily for any signs of graffiti or vandalism damage to the RJKCCC buildings and property, including multipurpose field, bus stops, fences, and light poles. Report any incidents, which may include photographs and a written account. Report serious vandalism to the Police Department. Repair all vandalism immediately after reporting and recording the damage.
  • Maintain a safe working environment for all employees, guests and members of the RJKCCC. Report all problems with the facilities to the ACDO.
  • Supervise year-round upkeep and maintenance of pools. Work with the Aquatics Manager on maintaining pool filtration systems and health code matters related to operation of the pools.
  • Attend all scheduled staff meetings and management team meetings.
  • Create and maintain office support systems that will allow for timely and accurate record keeping, including the areas of repair logs, accounting of expenditures and other reporting as required.
  • Perform other assignment/duties as directed.

Supervisory/Managerial Expectations:

  • Leadership - Give overall leadership to the Facilities Department of the RJKCCC by establishing core values that are in line with the values of the greater center, developing efficient and effective operational systems and creating a culture of staff development and empowerment. Work in coordination and collaboration with the other Kroc Center departments and managers.
  • Budgeting – Responsible for developing, prioritizing, and administering the physical plant budget. Direct the development of estimates, prioritize needs and recommend parts, equipment, material, and other budgeting items.
  • Training – Oversee and direct on-the-job training for subordinates and occasionally will utilize outside technical seminars.
  • Setting Work Standards – Develop and establish work rules and normally used building codes, the National Electric Code and standard trade practices for quality standards. Some quantity standards may be set.
  • Reviewing Work – Spot check routine work and review the more complex or unusual projects. Recommend final technical decisions.
  • Counseling and Discipline – May be responsible for resolving informal complaints and grievances and for participating in formal actions. Will normally have the authority to administer oral and written warnings.
  • Performing Other Personnel Functions – Delegate the screening and interviewing of applicants and review and approve the top candidate. Conduct and/or oversee performance evaluations of subordinates and make recommendations concerning promotions.

Other Operational Duties

  • Develop and implement complex programs such as computer assisted inventory control, systems for recording costs to individual department units, energy conservation management, programs designed for handling repair contracts, minor capital outlay projects, special repairs, deferred maintenance, and planned program maintenance systems.
  • Prepare budgets and projected replacement schedules (short, medium, and long-term) for the operating systems and infrastructure. This will include FFE as it relates to the physical plant.
  • Develop plans to protect the campus environment and conserve vital energy resources. Establish and enforce an Energy Program. Responsible for ensuring compliance to local city codes such as hazardous material management, fire department and alarm inspections and insurance inspections.
  • Establish a Safety Committee which promotes safe working conditions and practices as well as compliance to OSHA, ADA and other work-related requirements. Develop and document emergency procedures as well as routine periodic maintenance schedules and logs.
  • The FM is also responsible for evaluating and reviewing all construction plans to ensure the design meets current and future operational needs, including energy efficiency and long-term sustainability. Propose redesigning solutions to meet operational and programming objectives. Ensure a seamless transition from the design, engineering and construction team to the RJKCCC’s physical plant team.
  • Directly supervise a custodial/housekeeping manager and empower them to lead their team well in all matters of housekeeping/custodial work.

DESCRIPTION OF WORK ENVIRONMENT:

Most work will be indoors (office) and outdoors, at the Kroc Center in Ewa Beach. Attendance at trainings, both in Hawaii and on the mainland, may be required.


CERTIFICATES AND LICENSES REQUIRED:

Must have a valid driver’s license and insured transportation and participation in The Salvation Army’s Fleet Safety Program on an annual basis. Submit a copy of DMV Driving Record with less than two (2) violations (moving or accident) in last twelve months to be eligible for this position.


First Aid, CPR and AED Certificate. Meet all health and safety regulations as defined by the Health Department as well as The Salvation Army.
