The Executive Vice President (EVP) of Afognak Native Corporation (ANC) oversees ANC’s communications and services, and matters of strategic importance to ANC Shareholders, specifically focused on the achievement of ANC’s mission and vision related to the Alaska Native Claims Settlement Act (ANCSA) of 1971. Because the role of the EVP bears significant responsibility, accountability, and authority within the ANC organization, the EVP is a leader of the organization, stewarding shareholder and land related services/programs toward their primary objectives and maximizing quality and quantity of services delivered to all Afognak Shareholders. This position is based in Alaska with frequent presence in both the Kodiak and Anchorage offices. The position reports to the ANC President/CEO.

Primary/Major Duties and Responsibilities (Essential Functions):

Communication and Coordination:

  • Emulate corporate values & ethics by adhering to the Alutiiq values of harmony, mutual respect, efficiency, full disclosure, trust, respect for Elder knowledge, commitment to community, culture and heritage enshrined in ANC Policies, maintaining an untarnished reputation as a humble servant leader;
  • Represent and promote ANC goals, objectives and priorities with shareholders, community partners, governments, civic and professional associations;
  • Establish and maintain an effective system of communication throughout the organization;
  • Create, communicate, and implement the organization's ANCSA mission and ensure all employees at all organizational levels understand their individual roles in accomplishing that mission; Advocate for Afognak community and corporate interests, serving as an ambassador for the Afognak Alutiiq people through presentations, public forums, legislative hearings, lobbying, press releases, Shareholder communications, marketing materials, and media interviews;
  • Develop comprehensive regional and national media strategies through both proactive campaigns and in response to any opposition initiatives, maintaining corporate and community interests and reputation, representing Afognak at meetings and functions as set forth by the President/CEO or the Board of Directors;

Planning and Development

  • Ensure, develop, and promote opportunities for individual Shareholder skills and access to personal success in education, safety, welfare, cultural practices, traditions, natural resources, employment, and connection to the Native community;
  • Establish current and long-range goals, objectives, plans and policies for Afognak Native Corporation Shareholders, subject to approval by the President/CEO and the Afognak Board of Directors;
  • Work with the President/CEO, the Board and other committees to identify and prioritize current, mid-range, and long- range topics and plans;
  • Implement strategic plans that guide the direction of the business using input of employees at every organizational level, providing leadership and direction for all employees throughout the organization, with an emphasis on accomplishing ANCSA’s objectives;
  • Form, staff, guide, lead and manage the organization in order to ensure it accomplishes the strategic plans;

Administrative Oversight & Supervision

  • Lead, guide, direct, and evaluate the ongoing success of the organization and the work of other senior managers including senior vice presidents, vice presidents, and directors in the areas of Shareholder services, Board support, community investments, corporate affairs, governmental affairs and lands in accordance with Board policies and applicable laws;
  • Meet regularly with senior managers, ensuring all business decisions are thoughtful and timely, and partner with this group to ensure every employee throughout the organization understands their roles and responsibilities for contributing to ANC’s Alaskan Native heritage, community commitments, and Shareholder relations;
  • Oversee the adequacy and soundness of the shareholder functions’ financial structure to include; prepare and monitor budget within parameters of funding; approve payroll, accounts payable and accounts receivable documents; and ensure financial integrity and accuracy of financial data;
  • Evaluate, monitor, and adjust organizational design, staffing levels, and task priorities to best achieve Afognak’s goals;
  • Plan, coordinate and control the daily operation of the organization within the EVP’s purview; Provide advice, guidance, direction and authorization to carry out major plans, standards and procedures, consistent with established policies and CEO/Board approval;
  • Review operating results of the organization, compare them to established objectives, and take steps to ensure that appropriate measures are taken to correct unsatisfactory results;
  • Carry out supervisory responsibilities in accordance with the organization's policies and applicable laws to include; interviewing, hiring and training employees; planning, assigning and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems;
  • Participate in Board meetings and serve on designated committees;
  • Maintain awareness of both the external and internal competitive landscape, and highlight opportunities for expansion of ANCSA-related goals and objectives;
  • Fulfill all job duties as reflected in the job description maintained by Human Resources and the EVP’s Employment Agreement.
REQUIRED QUALIFICATIONS AND EXPERIENCE:

The successful applicant will possess the following qualifications and knowledge/skills/abilities. Specific experience in these areas should be described in the applicant resume.

Required Qualifications:

  • ANCSA corporation shareholder status with strong connections to Afognak Shareholders;
  • Bachelor’s degree in Business Administration, Finance, Public Administration, Public Policy (or related field) or must have a minimum of five years of relevant work experience, or a substantially similar combination of education and experience;
  • Minimum of 10 years of business and financial management experience, with at least three years at an executive level, and a proven record of profitable strategies and operational accomplishments;
  • Minimum of five years of positive ANCSA Corporate operations experience with extensive knowledge of ANCSA issues and programs;

  • Excellent written and verbal communication required: Able to write well and speak publicly in a clear, calm, organized, and effective manner, demonstrating exceptional active listening, facilitation, conflict de-escalation, and vision/policy translation that puts diverse audiences at ease;
  • Demonstrated success connecting with Alutiiq communities, building shareholder development opportunities, and individually connecting with Shareholders so that they feel their voice is heard with the best interest of all Shareholders at heart;
  • Personally, and professionally mature at exercising the value of compromise and balancing the needs of today alongside sustainability for future generations;
  • Demonstrated business acumen in managing diverse business functions, including marketing, financial (in-depth understanding of accounting principles including budgeting, balance sheets, income statements, cash flow, and capital planning management), human capital, and technology resources strategically.

Preferred Qualifications:

  • Afognak Shareholder status preferred;
  • Master's degree in Business Administration, Public Administration or related field preferred;
  • Minimum of five years of U.S. government contracting experience preferred;
  • Minimum of five years of experience working with tribal entities, community profit, or not for profit entities preferred;
  • Experience working or living in rural Alaska preferred; and
  • Proficient in Adobe Acrobat and all MS Office Programs, including Access, Excel, Word, PowerPoint and Outlook preferred.

  • Able to strengthen relationships and build coalitions (internally and with commercial businesses and federal agencies, state/tribal/local governments, nonprofit and private sector organizations, or international organizations) to achieve common goals maintained through awareness of the complex competitive landscape and in representation of an ANCSA organization in civic and professional association activities (i.e., partnering, exercising political savvy, influencing & negotiating);
  • Advanced knowledge of political process at the local, state, and federal levels and skill negotiating legislative structures;
  • Able to independently produce high-level reports, assessments, and strategic plans without significant internal administrative or external consultant support, demonstrating a high level of self-sufficiency.
