Introduction:

Toshiba Global Commerce Solutions, Inc. (TGCS) is currently seeking an Executive Director, enterprise Program Management Office (ePMO) to join our Project Delivery Services organization.

Responsibilities
  • Responsible for creating and execution of the strategic vision for the ePMO which is comprise of the PMO and RMO (Resource Management Office).
  • Lead the ePMO (Program and Resource Management Office) organization embodying TGCS goals and fostering career growth and making TGCS a great place to work.
  • Working with the Director, PMO and Director, RMO, who are direct reports, implement and administer end to end governance for both PMO and RMO. Establish and instill management practices and ensure process alignment with TGCS’ strategic goals and objectives, including integration with the annual planning and budgeting processes.
  • Accountable for organization-wide education on ePMO policies, procedures, standards and ensuring consistent application across the ePMO by engaging with all levels of leadership on strategy, delivery and portfolio governance performance.
  • Provide oversight and guidance to the PMO team on effective and timely execution of programs and projects, inclusive of governance and best practices.
  • Provide oversight and guidance to the RMO team on effective and timely execution of staffing, reporting and forecasting resource needs.
  • Working with the ePMO leadership team, drive and facilitate progress of shared assignments/projects for large scale projects and processes across departments, drive and oversee optimization of performance, quality and cost of the delivery function be defining and implementing proper resourcing, utilization, increasing use of automation and process efficiency.
  • Manage an effective team dedicated to fulfilling the organization's mission through highly successful program implementation, team engagement and continuous improvement; act as a point of escalation and leverage the Services organization’s senior leadership team to bring programs and projects back on track by bringing focus, resources, funding or other dependencies in alignment with project delivery and the interest of the company.
  • Leverage an enterprise platform as the central repository for demand, resource management, status reporting and Risk, Action items, Issues, and Decision (RAID) management; creating processes to support the technology and act as a sponsor for further tool implementation.
  • Implement and administer end-to-end project and program governance across multiple delivery streams ensuring high quality delivery including exceptional client and employee satisfaction, and meeting or exceeding financial measures, and other measures consistent with TGCS requirements.
  • Establish / update delivery and reporting standards, establishment and management of key performance indicators ("KPIs"), and other management practices and processes in alignment with TGCS' strategic goals and objectives, including integration with the annual planning and budgeting processes across the ePMO

Qualifications
  • Minimum of fifteen years expert-level knowledge of program, project and change management and associated methodologies, techniques, processes and approaches.
  • Minimum five years strategic planning responsibility for a department, or organization.
  • Knowledge and experience with resource management and resource staffing best practices.
  • Minimum five years of experience in software development.
  • Professional and/or Managed Services experience preferred.
  • Bachelor’s degree from an accredited college / university; master’s degree from an accredited college / university is preferred.
  • Experience leading an enterprise PMO (ePMO) is preferred along with the skills to effectively manage a team and execute plans with a focus on quality.
  • Experience leading an RMO is required.
  • Advanced knowledge in strategic solution delivery models to ensure products and / or services continue to innovate and drive continuous improvement
  • Exceptional Verbal / written communication, collaboration, negotiation, facilitation and influencing skills to lead an environment driven by customer service, collaboration and teamwork; ability to direct, motivate and empower others to work towards the organization’s goals, ensuring efficient allocation of resources across multiple functions; lead and ensure execution of strategic initiatives for the organization; ability to address emerging opportunities and how organizations should be organized / staffed to realize them.
