Position Description:
HRS Consulting, Inc. is seeking an Evaluation Specialist Senior to provide best value healthcare and professional consulting services to the Veterans Health Administration (VHA). Qualified candidates will have experience conducting evaluation studies, assessing results, generating reports, and integrating findings into strategies. Prior experience establishing priorities and proposing evaluation initiatives in the healthcare industry is required.
Duties/Responsibilities:
  • Supporting program evaluation to identify a systematic method for collecting, analyzing, and leveraging information to evaluate effective healthcare projects
  • Designing and implementing evaluation systems to measure program impact and activities
  • Participating in content analysis, quantitative tracking, and qualitative assessment
  • Utilizing tools such as surveys, focus groups, structured interviews, and performing secondary research
  • Conducting work simplification and measurement studies to improve workflow efficiency
  • Overseeing performance report design and generation; communicate findings for integration with ongoing strategies
  • Meeting with government regularly to discuss progress, propose initiatives, and establish priorities
  • Developing and coordinating strategic integration of evaluation processes into program activities
Experience/Education Requirements:
  • U.S. Citizen
  • Eligibility to obtain Veterans Affairs (VA) suitability approval to access agency computer systems and facilities required to start work; current VA credentials preferred
  • Bachelor’s degree required; Studies in Statistics, Public Policy, Social Policy, or related discipline preferred
  • 10+ years of related experience supporting evaluation systems, conducting research, and integrating findings into strategies
  • Experience working as an evaluation specialist in a healthcare setting
  • Skilled in content analysis, quantitative tracking, and qualitative assessment
  • Experience overseeing the implementation of program activities
  • Experience developing multi-method evaluation systems such as surveys, interview questionnaires, and other data-capture and analysis instruments and tools to support inspections and program evaluations
  • Ability to clearly communicate and exchange information with co-workers, teammates, stakeholders, and other personnel, as required
  • Proficiency working across the Microsoft Office Suite
Work Environment/Physical Demands:
  • This job operates in a professional office environment with prolonged periods sitting at a desk, attending meetings, and using standard office equipment such as computers, phones, photocopiers, and video teleconferencing equipment.
  • This is a largely sedentary role; however, the ability to move office items such as files, laptop/computer equipment, meeting materials, and other work supplies may require carrying and lifting items up to 15 pounds at times.
  • Business travel may be required.
