Position Description


Performs environmental-related work activities. Provides expertise and technical support for multi-discipline areas of environmental studies for clearance of transportation activities. Work requires contact with governmental agencies and the private entities. Employees at this level perform work independently on assignments; however all unusual issues are referred the supervisor.

Essential Duties:

Environmental Specialist II:

  • Coordinates and processes complex permits and licenses with resource and regulatory agencies.
  • Designs, guides, monitors and completes complex environmental coordination of programs, issues and mitigation.
  • Keeps abreast of current environmental developments to include laws, regulations, policies and procedures
  • Maintains, updates and compiles detailed data in spreadsheets, files, logs, summaries and records.
  • Provides guidance on environmental rules, regulations and public involvement procedures.
  • Represents the Department regarding environmental issues.
  • Reviews, evaluates, monitors and/or approves consultant work, research programs or special studies.
  • Schedules and coordinates public involvement activities for a district.
  • Performs other job responsibilities as assigned.

Environmental Specialist III (in addition to above duties):

  • Prepares and approves correspondence, reports and environmental assessments.
  • Conducts cultural resources significance and effect determinations.
  • Consults and coordinates with representatives of regulatory agencies, special interest groups, the public and Department personnel.
  • Evaluates environmental impact of transportation activities including noise, air and water quality, wetlands, hazardous material, socioeconomic, environmental justice, biological, geological, cultural or historic resources.

Minimum Qualifications:

Education: Bachelor's Degree in natural sciences, history, or a related discipline. Relevant work experience may be substituted for degree on a year per year basis. Substitutions for Minimum Qualifications

Experience:

Environmental Specialist II: 1 year environmental studies.

Environmental Specialist III: 3 years environmental studies.

(Experience can be satisfied by fulltime or prorated parttime equivalent). Related graduate level education may be substituted for experience on a year per year basis.

Licenses and Certifications:

  • Valid driver’s license. This position requires driving a state vehicle.
  • For Geologist : Must meet Edward's Aquifer requirements for a geologist as described in 30 TAC213.3(14) and TAC 213.5 (b)(3).

Competencies:

Environmental Specialist II:

  • Communicate effectively
  • Applicable governmental laws, rules and regulations specific to area of responsibility for safeguarding information and information technology related systems
  • Environmental laws, regulations and mitigation requirements pertaining to natural resources and hazardous materials management
  • Construction, maintenance and operation of transportation facilities
  • Contract development and management policies and procedures
  • Reviewing plans for accuracy and ensuring compliance with requirements


Environmental Specialist III (in addition to above):

  • Researching, evaluating and interpreting complex information
  • Public relations for maintaining effective working relationships with individuals and groups, both internal and external
  • Scheduling work assignments
  • Planning, directing, coordinating and scheduling

Physical Requirements and Working Conditions:

  • Subject to environmental conditions; protection from weather but not temperature changes
  • Subject to inside and outside environmental conditions
  • Subject to extreme cold and heat; below 32 and/or above 100 degrees for more than one hour
  • Subject to hazards-moving vehicles/mechanical parts, high places/heat, or chemicals
  • Sedentary work: Lift up to 10 lbs at a time and occasionally carry files/small tools
  • Required to wear protective gear-respirator, hard hat, or other devices
