OC Environmental Resources is a service area within OC Public Works that manages the OC Watersheds and OC Agricultural Commissioner/Sealer of Weights and Measures programs, which protect public health and safety, promote environmental quality, certify consumer weights and measures, and sustain business competitiveness through education, regulation and collaborative regional programs.

THE OPPORTUNITY
OC Public Works currently has exciting career opportunities for Environmental Resources Technicians (ERT) in both the North and South OC Watershed Management Areas of the Orange County Stormwater Program. As part of a skilled professional team, ERT positions perform a variety of intriguing and rewarding assignments designed to monitor, maintain, or improve the quality of the environment within Orange County.

Under direction, the ERT's job duties include, but are not limited to:
  • Assist with the development and implementation of National Pollutant Discharge Elimination System (NPDES) and Total Maximum Daily Load (TMDL) compliance programs
  • Assist with the implementation of watershed management planning efforts, such as the approved South OC Watershed Management Area Water Quality Improvement Plan (southocwqip.org)
  • Administer committees and other public meetings
  • Provide regional and distributed structural best management practice (BMP) project planning support
  • Review and analyze scientific and regulatory documents such as various stormwater permits (Santa Ana and San Diego Regional MS4 Permits, Construction General Permit, Industrial General Permit, etc.), Basin Plans (Water Quality Control Plans, California Ocean Plan, etc.), and the California Integrated Report
  • Develop and implement water quality and hydrologic monitoring programs mandated by NPDES Permits and TMDLs
  • Conduct field monitoring of water quality and flow conditions
  • Assess monitoring data to evaluate watershed conditions, including evaluating trends in the water quality of urban runoff and receiving waters and to ensure compliance with regulatory requirements
  • Assist with managing the laboratory information management system and associated monitoring data
  • Develop data management, visualization, and statistical tools to support decision-making and compliance programs
  • Assess weather and hydrological data to support flood warnings, emergency management, and information needs from other agencies and the public
  • Assist with OC Environmental Resources Water Quality Laboratory operations, manages and interface with contract laboratories, support other monitoring programs and operations, and perform quality assurance/quality control activities
  • Administer consultant service contracts to support stormwater program implementation activities
  • Prepare annual water quality data compliance reports required by NPDES and TMDL programs for submittal to regulatory agencies
DESIRABLE QUALIFICATIONS AND CORE COMPETENCIES
The ideal candidate must possess a Bachelor's degree or higher from an accredited college or university, in environmental science, biology, chemistry, environmental engineering, watershed management, ecology, geology, or a related science field. Environmental regulatory compliance experience with the NPDES stormwater permits and surface water monitoring is highly desirable.

In addition, the most successful applicants will demonstrate professional competencies in the following areas:

Technical Knowledge | Experience

  • Knowledge of federal, State, and County laws, regulations, and policies governing surface water quality National Pollutant Discharge Elimination System (NPDES) and Total Maximum Daily Load (TMDL) compliance programs
  • Knowledge of the methods of scientific research and analysis
  • Knowledge of Geographic Information Systems (GIS)
  • Knowledge of web-based applications and databases and the MS Office Suite
  • Ability to collect environmental samples through prescribed methods
  • Knowledge of chemical laboratory methods, laboratory safety, sample handling protocols, equipment, materials, and facilities
  • Knowledge of statistical techniques and their application to environmental data

  • Ability to analyze problems and adopt an effective course of action
  • Demonstrate ability to research and identify information or data gaps, and to seek subject matter experts and/or supplemental resources to make informed decisions
  • Demonstrate critical thinking, creative problem solving, and exercise appropriate judgment in answering questions and releasing information
  • Understand how to balance competing priorities while meeting established deadlines
  • Demonstrate ability to apply creative and effective analytical reasoning with a solution-oriented focus
Communication | Oral & Written
  • Ability to prepare informational, scientific, technical, and compliance reports
  • Able to effectively communicate using oral and written communication
  • Ability to build and maintain effective working relationships
  • Able to effectively communicate clearly in public presentations to multiple audiences
  • Capability to understand and follow oral and written technical instructions
LICENSE REQUIREMENTS
Possession of a valid California Driver's License may be required for some assignments.

MINIMUM QUALIFICATIONS

RECRUITMENT PROCESS

Human Resource Services (HRS) will screen all applications to identify qualified applications. After the screening, qualified applicants will be referred to the next step and notified of all further procedures applicable to their status in the competition.

Structured Oral Interview | SOI (Weighted 100%)
Applicants will be interviewed and rated by a qualification appraisal panel of job knowledge experts. Each applicant's rating will be based on responses to a series of structured questions designed to elicit the applicant's qualifications for the job.

Based on the Department's needs, the selection procedures listed above may be modified. Candidates will be notified of any changes in the selection procedure.

Eligible List
Once the assessment has been completed, HRS will establish an eligible list of candidates. Candidates placed on the eligible list may be referred to a selection interview to be considered for present and future vacancies.
