General Statement of Duties
Coordinates and implements the development of the Highway Department's Environmental Permits and Programs, including, but not limited to, Storm Water Phase II, Sewer Collection System Programs, Industrial Pretreatment, Air Resource Permits and other monitoring programs as directed.
Examples of Essential Work

Plans, initiates, implements and manages a comprehensive storm water management program;
Reviews program procedures to assure State, Federal and local requirements are met;
Prepares an annual Storm Water Report in accordance with regulatory agency requirements;
Manages related consultant contracts;
Plans, tracks, charts, and reviews completed collection system tasks, including sewer line cleaning, sewer line televising and root control application;
Plans, tracks, charts and reviews tasks that affect proper operation of the City"s drainage collection system, including tasks such as determining the effectiveness of the City"s catch basin cleaning, street sweeping, road salt storage and application, and CSO sampling programs;
Establishes and serves as chairman of a storm water advisory committee;
Disseminates information to the media and the general public to promote storm water control within the City of Manchester;
Plans, coordinates and initiates special events and programs aimed at increasing employee and public participation in storm water programs;
Submits reports to the Department and/or regulatory agencies as required, including providing data to update GIS files and collection system inventory;
Creates and coordinates the distribution of an annual newsletter and educational materials;
Implements Employee Education Programs for sewers storm water and other environmental related programs;
Establishes a hotline for citizens" input, and develops procedures for responding to citizens" comments and requests for information on construction projects;
Obtains input from industries, contractors and the public prior to establishing storm water control measures and works to enforce ordinances dealing with illicit connections and illegal dumping;
Oversee Industrial Pretreatment Program and ensures inspection, sampling, reporting and NPDES requirements are fulfilled.
Attends meetings, conferences, workshops and training sessions and reviews publications and audio-visual materials to remain current on the principles, practices and new developments in storm water management and industrial pretreatment monitoring; and more.

Acceptable Experience and Training

Graduation from an accredited college or university with a Bachelor's Degree in an Environmental Discipline, including some training in hazardous material management; and
Considerable experience in storm water management and collection system maintenance and the Federal Industrial Pretreatment and Monitoring Program; or
Any equivalent combination of experience and training which provides the knowledge, skills and abilities necessary to perform the work.

Required Special Qualifications

Grade II Wastewater Treatment Plant Operator License or ability to obtain same within one year;
Grade III Collection System Operators License;
Certificate in Hazardous Materials Training;
Valid New Hampshire Driver's License.
