DEFINITION

ENVIRONMENTAL HEALTH TECHNICIAN I/II

What You'll Do:
This position is responsible for a variety of duties, including;
  • Manage the Well and Boring program including consultant assistance.
  • Permit intake.
  • Report writing and inspections.
  • Perform Underground Tank program inspections and administrative report writing.
  • Support the Certified Unified Program Agency work.
  • Assist the public with phase one and other office, research and data entry activities.

DEFINITION
Under general supervision, processes permits for installing new or repairing or abandoning existing underground storage tanks; explains and applies a variety of regulations and policies regarding environmentally sensitive actions; makes routine field inspections; performs related work as assigned.

DISTINGUISHING CHARACTERISTICS
Environmental Health Technician I is the entry level class in this technical support series. Initially under close supervision, incumbents with well-developed office support skills learn County policies and procedures related to the underground storage tank permit and inspection process. As experience is gained, there is greater independence of action within established guidelines. This class is alternately staffed with Environmental Health Technician II and incumbents may advance to the higher level class after gaining experience and demonstrating proficiency which meet the qualifications of the high level class.

Environmental Health Technician II is the journey level class in this series, fully competent to perform the full range of technical support activities. This class is distinguished from Environmental Health Specialist series in that the latter are responsible for varied inspection and enforcement work within the broad function of environmental health.

EXAMPLES OF DUTIES

  • Provides information to contractors, property owners and others regarding laws and ordinances to underground storage tanks and other environmental regulations and policies.
  • Processes forms and determines and collects fees related to the installation, closure, repair or storage of underground storage facilities.
  • Receives information related to environmental problems or issues, such as unauthorized releases; refers the matter to specialists for review and compliance action; provides information regarding necessary tests and/or analyses.
  • Makes a variety of routine field inspections, such as swimming pools and container sites; investigates littering or other nuisance complaints; follows-up to ensure that compliance has been attained in routine situations.
  • Collects water and waste water or waste discharge samples from public and private sources for laboratory analysis.
  • Collects information and prepares and types a variety of reports, correspondence, permits, forms and related materials.
  • Maintains accurate records, files and logs; balances and deposits fees collected and maintains daily ledgers.
  • Uses a variety of standard office equipment, including a typewriter, word processor and/or computer

QUALIFICATIONS

NOTE: The level and scope of knowledge and skills listed below are related to job duties as defined under Distinguishing Characteristics.

Knowledge of:

  • Basic environmental health practices and terminology.
  • Principles of sample collection and preservation.
  • Basic data processing applications related to the work.
  • Applicable laws and regulations.
  • Standard office practices and procedures, including filing and recordkeeping.
  • Business English, including spelling and grammar.
  • Business arithmetic.
Skill in :
  • Interpreting, applying and explaining regulations, policies and procedures.
  • Researching and compiling a variety of statistical and narrative information.
  • Conducting effective and safe field inspections.
  • Exercising sound independent judgment within established guidelines.
  • Preparing clear, concise and accurate correspondence, forms and other written material.
  • Maintaining accurate records and files.
  • Establishing and maintaining effective working relationships with those contacted in the course of the work.
  • Typing with sufficient skill to enter information into a computer, complete forms and produce correspondence.

Other Requirements :
  • Must possess a valid California driver's license.

Desirable Education and Experience :

A typical way to obtain the knowledge and skills outlined above is:
Environmental Health Technician I: EITHER two years of office support experience, OR sufficient college level education to demonstrate possession of the knowledge and skills outlined above.

Environmental Health Technician II: In addition to the above, one year of experience in providing office and field support to an environmental health or similar function at a level equivalent to the County's class of Environmental Health Technician I.

Basically, you fall into a Tier based on the date you first start working for the County or any other governmental employer that uses CalPERS for retirement. If this is your first job in government, then you’ll be in Tier III. 2.0 means that for every year you work for the County, you will receive 2% of your final annual pay rate for every year that you work for us if you work the required minimum number of years (that’s called vesting) and retire after the age following the @. So, if you work 20 years and retire at 64 years of age, you will receive 20 x 2% or 40% of your final annual pay rate every year in retirement.

The County participates in the CalPERS retirement system, with both the County and the employee making contributions toward the employee’s retirement.
