The Virginia Department of Health (VDH), Office of Drinking Water (ODW), is seeking a Compliance Specialist (Environmental Specialist II) to join the Lexington Field Office team! This position is located in Lexington and will assist in ensuring safe drinking water for citizens in the Lexington Field Office service area. This position protects the public health by ensuring that public drinking water delivered by public water systems to customers complies with the federal Safe Drinking Water Act (SDWA) and the Commonwealth of Virginia Waterworks Regulations. This is accomplished through monitoring; surveillance; providing compliance and technical assistance to public water systems; conducting on site sanitary surveys; reviewing operating reports; responding to consumer complaints; developing violation notices; initiating enforcement actions; managing databases; chemical analyses; and providing technical assistance and training to ODW staff and waterworks owners/operators. Serves as compliance and enforcement subject matter expert for the entire field office. Collaborates and works with the ODW Division of Compliance and Enforcement to initiate enforcement actions with noncomplying public water systems, reports potential serious violators and serious violators to EPA, notifies potential serious violators of their path to noncompliance, initiates enforcement actions such as Consent Orders and Notices of Alleged Violations to noncomplying water systems.
Requires a working knowledge of drinking water regulations and knowledge of technology associated with provision of drinking water. Ability to perform independent research, develop analytical results from independent data sources, present information directly and clearly to both technical and public audiences. Must be able to interpret and evaluate federal and state regulations. Ability to interpret technical documents. Prefer degree from an accredited college with major studies in hard sciences (environmental, biology, chemistry), engineering, or equivalent combination of related education, training and experience. Ability to work with stakeholders (ODW staff, waterworks owners and operators); excellent oral and written communications skills.

Minimum Qualifications
The selected candidate should possess the following:
  • Working knowledge of drinking water regulations and knowledge of technology associated with provision of drinking water.
  • Ability to perform independent research, develop analytical results from independent data sources.
  • Present information directly and clearly to both technical and public audiences.
  • Ability to interpret and evaluate federal and state regulations to address public meetings.
  • Ability to interpret technical documents.
  • Ability to work with stakeholders (Technical Assistance providers or small waterworks).
  • Excellent oral and written communications skills.

Preferred Qualifications
  • Degree from an accredited college with major studies in hard sciences (geology, biology, chemistry), engineering or a related field.
