The Fiscal Year 2020-2024 Five-Year Capital Plan totals $17 Billion and is broken out into three categories: Capacity, Capital Investment, and Mandated Programs. Through the execution of the Five-Year Capital Plan, the division plays a key role in shaping and defining the projects that will meet the complex and vital needs of our evolving school system. Capital Plan Development also oversees "Resolution A" (Reso A) projects which are school-specific capital improvement or enhancement projects funded by the Borough Presidents or members of the New York City Council as well as manages the implementation of Mayoral initiatives.
Job Description Summary
Background
The Capital Plan Management Department at the NYC School Construction Authority is responsible for developing and implementing the Five-Year Capital Plan which outlines priorities for creating new school facilities as well as upgrading our existing buildings. The Fiscal Year 2020-2024 Five-Year Capital Plan totals $20.6 billion and is broken out into three categories: Capacity, Capital Investment, and Mandated Programs. Through the execution of the Five-Year Capital Plan, the department plays a key role in shaping and defining the projects that will meet the complex and vital needs of our evolving school system, and provide New York City's 1.1 million school children with safe and modern learning environments. Capital Plan Management also oversees Resolution A (“Reso A”) projects which are school-specific capital improvement or enhancement projects funded by the Borough Presidents or members of the New York City Council as well as manages the implementation of Mayoral initiatives.

Job Summary
The Energy Manager will sit within the Sustainability Planning Unit of the Capital Plan Management Department, which is responsible for strategic and capital planning on all sustainability related projects. Working closely with the Director of Strategic Planning for Sustainability, internal stakeholders, and in close partnership the NYC Department of Citywide Administrative Services (DCAS) Division of Energy Management (DEM), the Energy Manager will primarily be charged with helping to develop and oversee a portfolio-wide energy management and sustainability program to support decarbonization targets. This includes close cooperation and coordination with multiple stakeholders on a wide variety of areas, including budget management and energy efficiency program coordination in new and existing buildings to reduce greenhouse gas emissions and energy consumption at City schools.
Job Description
Responsibilities:
The responsibilities of the Energy Manager are expected to include, but are not limited to, the following:
  • Support development of plans to meet the City’s emissions and energy reduction goals. In conjunction with the Architecture & Engineering and Construction Management Departments and the SCA’s Office of Design and Construction Innovation, identify energy conservation measures that can be implemented at scale, and support the SCA’s contribution to the City’s 40x25 and 50x30 emissions reduction mandates, including compliance with targets set as part of the Local Law 97 Implementation Action Plan. Provide technical inputs to energy and carbon neutrality planning efforts. Working with internal and external stakeholders, support energy policy and planning activities such as responding to new and revised local laws, and other demands.
  • Manage funding to ensure the SCA has access to appropriate project implementation mechanisms. Manage allocated energy funding resources, including processing and execution of Intra-City agreements and budget modification forms, and reprogramming of unspent project funding.
  • Support the development and implementation of energy efficiency and/or clean energy projects. In close collaboration with the SCA’s design, construction, innovation, sustainability and capital teams:
    • For project development, contribute to capital project planning to identify and pursue energy project opportunities. Advocate for and support installation of large-scale clean energy and innovative technology projects across the SCA’s portfolio. Review, provide comments, and make recommendations on proposed energy efficiency projects.
    • For project implementation, support the management of a portfolio of energy efficiency capital projects to ensure proper, timely, and cost-efficient completion. Provide technical and administrative oversight to project managers and staff on ongoing energy projects. Help identify major risks and project delivery issues when projects are not meeting their anticipated scope, schedule, or budget.
  • Manage energy and GHG emissions reduction tracking, performance management and reporting. Oversee and perform data collection and tracking required to ensure accurate reporting in a range of areas, including overall energy project status, estimated energy and GHG reductions, carbon capital budgeting, etc. Lead and/or support reporting of project progress and milestones to SCA leadership and/or other City stakeholders (e.g., DCAS DEM). Review or perform engineering calculations as needed to verify the reasonableness and accuracy of estimated energy usage reductions, energy cost savings, and avoided emissions for proposed energy efficiency projects.
  • Provide overall support for the SCA’s and City’s mission. Participate in ad hoc and special projects as needed. Act as a resource/subject matter expert on the SCA’s energy management and sustainability work.
Minimum Required Qualifications:
  • Bachelor’s degree plus six (6) years of full time experience in project management, design, construction, operations, administration, architectural, or mechanical/plumbing estimation or a related field; four years must have been in a supervisory (supervision of subordinate employees) or management (manage a function, unit, or process) capacity; or a satisfactory combination of education and experience.
Preferred Education/Skills:
  • A bachelor’s or master’s degree in engineering, architecture, applied science, environmental science, public policy or related field;
  • Familiarity with energy management, design and implementation of programs, or environmental research;
  • Understanding of building energy systems and energy efficiency technologies;
  • Knowledge of energy savings calculations and emissions calculation methodologies;
  • Certified Energy Manager (CEM) a plus.
