The Work You Will Do:

The Employment Program Specialist - Lead Worker is a member of the Benefit Integrity Unit team of the Division of Workforce Services.

The Employment Program Specialist - Lead Worker is a member of the Benefit Integrity Unit of the Division of Workforce Services. This is a highly responsible position requiring extensive knowledge of reemployment assistance (RA) law and department procedures. The incumbent is responsible for several complex programmatic functions performed within processes of the reemployment assistance program


Your Specific Responsibilities:


Serves as lead worker in the Special Payments & Banking Verification Investigations Unit. Deputizes as supervisor in overseeing and monitoring daily work operations in the supervisor’s absence. Primary responsibilities are to analyze problem areas and recommend any changes needed to improve and streamline existing procedures. Coordinates the implementation of new procedures and serves as customer support liaison for the unit with employers, partners and customers.


Writes, updates and revises manuals to incorporate new policies and procedures. Provides programmatic training and technical assistance to associates relative to the reemployment assistance program. Assists in developing training materials and procedures and may participate in cost quality and work planning studies. Serves as trainer for programmatic areas of assignment.


Works with representatives from the Program area, Department of Revenue, Office of RA Appeals and the claims-taking hubs as needed to resolve issues relating to claim benefit payments. Responsible for handling the more difficult inquiries relating to the special programs area and resolving complex issues.


Performs specialized work assignments and other related work as required within the section including the preparation of reports, project analysis and correspondence.


Attends workshops and participates in studies, conferences, staff meetings and reviews pertaining to the quality and quantity of work performed in various program areas within Benefit Operations which have statewide application.


Required Knowledge, Skills, and Abilities:


  • Knowledge of reemployment assistance law, rules, policies and procedures.
  • Ability to collect, evaluate and analyze data relating to reemployment assistance programs.
  • Ability to review reemployment assistance functions to measure effectiveness.
  • Ability to develop training materials and train others.
  • Ability to work independently.
  • Ability to utilize problem-solving techniques.
  • Ability to plan, organize and coordinate work assignments.
  • Ability to effectively communicate verbally and in writing.
  • Ability to establish and maintain effective working relationships with others.

As a condition of pre-employment eligibility, a Level 2 security background screening is required, which consists of fingerprinting and a check of local, state and national law enforcement records.


Minimum:

  • Duties and responsibilities of this position must be performed at the official work site of the Department.
  • Ability to travel.

Preferred:

  • Preference will be given to applicants with at least one year of professional experience in a reemployment assistance or workforce program.
