SALARY RANGE

Electrical Engineer I: The starting salary range for this position is $69,840.00 - $87,300.00 (based on qualifications). With tenure and strong performance in this role an employee may earn up to a maximum of $104,760.00 annualized.

Electrical Engineer II: The starting salary range for this position is $80,240.00 - $100,300.00 (based on qualifications). With tenure and strong performance in this role an employee may earn up to a maximum of $120,360.00 annualized.

Introductory Period: New employees holding regular positions must complete an introductory period of twelve months.

Overview

The Electrical Engineer II - Transmission & Distribution This position performs fundamental electrical engineering calculations, analysis, design, and engineering support to operations. Prepares fundamental plans and specifications for procurement.

Engineer I Responsibilities

  • Electrical Engineering: Performs basic engineering design, analysis and calculations as assigned related to transmission and distribution systems in one or more of these primary areas: structural line design, system protection, system planning and studies, or substation/switchyard design. Depending on the primary area of responsibility and the needs of the department, incumbent may perform any of the following duties: Participates in inspections and investigations, collects data, and performs research. Markup basic schematic and wiring diagrams. Learn software programs to aid with power line design and perform basic wood and steel pole structure designs. Perform entry level short-circuit, stability and power-flow analysis. Perform basic fault studies and develop basic protective relay settings. Evaluate system events for proper operation of protection and control systems with oversight from senior staff. Receives daily technical guidance from higher level engineers. Regularly refers to training & textbooks. Prepare basic cost estimates. Write standard purchase and construction specifications, including construction drawings. Prepare material, professional service and/or labor bid document packages reviewed by senior engineers. Follow documented engineering QA/QC procedures. Review submittals and respond to requests for information during construction.
  • Field Support: Perform technical inspections and field verifications to help learn about the design process and construction practices. Develop inspection and test plans for capital and O&M work as well as operations and maintenance practices and procedures for review by senior staff. Assist with troubleshooting and root cause investigation. Inspect routine construction activities, work products, and resolve routine field construction problems. Escalate non-routine field construction problems. Implements start-up and training plans for operation and maintenance of projects and assets. Assist with safety related projects that require design, concept, and installation. May have budgetary responsibility for assigned O&M programs.
  • Plans & Specifications: Research and provide input for transmission and distribution systems, equipment and other related materials/services for system changes and purchase. Draft basic plans and specifications for procurement. Under instruction of senior level staff, performs entry level engineering planning, feasibility studies (including technical report writing), cost estimating, economic analysis and develops alternatives to determine solutions to operational problems, regulatory concerns, efficiency improvements, asset management development, etc.
  • System Operations Support: Works with System Operations to coordinate maintenance and outage studies for planned switching activities. Monitors and analyzes real-time system status to ensure safe and reliable operation, recommends adjustments to System Operation.
  • Regulatory Compliance/Codes & Standards: Basic knowledge of industry codes & standards within discipline. When assigned, has primary District responsibility for compliance with NERC Reliability Standards. Works with senior engineers to develop required technical processes related to the assigned Standards. Works with assigned compliance analyst to actively monitor compliance and verifies controls are in place and documented to provide assurance of compliance. Performs annual compliance self-assessments. Stays abreast of changes and modifications in work procedures and standards that may lead to non-compliance and takes action to mitigate risks.
  • Training: Identify and attend training to maintain and learn new skills.
  • Maintain regular and predictable attendance: Perform related duties and responsibilities as required. Comply with District policies. Complete all required training. Maintain a working knowledge and comply with District safety procedures and specific safety requirements of this position, and those in accordance with applicable provisions of the Revised Code of Washington (RCW) and Washington Administrative Code (WAC). Employees with access to confidential employee records and information are required to restrict access from any unauthorized person, except on a need to know basis.
  • As an essential function, drive a motorized vehicle while conducting business on behalf of the District. A valid driver's license is required for this position (verified upon hire). A valid Washington State driver's license is required within 30 days of employment.

Oversee and monitor project activities from inception to closeout. Communicates project progress to internal clients, supervision, management, commissioners and public. Write status and tracking reports. Procure materials. Participate in selection of consultants and management of consultant contracts. Ensure compliance with QA/QC procedures to maintain the project quality. May assist with the development of budgets, schedules, and procurement documents for programs. May act as a project manager for projects of limited complexity.

Qualifications

Education

Equivalent experience (year for year) may substitute for required education.

Engineer I:

  • Bachelor's Degree (B.S., B.A.) in Electrical Engineering, Electrical Engineering Technology or Engineering of Technology

Engineer II:

  • Bachelor's Degree (B.S., B.A.) in Electrical Engineering, Electrical Engineering Technology or Engineering of Technology
  • EI (Engineering Intern) or EIT (Engineer in Training) achieved by passing the FE (Fundamentals of Engineering) exam preferred


Experience

Engineer I:

  • Candidates with work experience transmission and distribution systems, with an electric utility or similar applications are preferred

Engineer II:

  • 2+ years experience performing fundamental transmission or distribution electrical engineering of increasing complexity in one or more of the following areas: substation design, distribution system design, physical and structural design of overhead lines, system protection, distribution and transmission system planning, or substation/switchyard design required
  • Experience must include examples of successful application of basic engineering in the form of reports, specifications and drawings, participation in data collection and field research or inspections required
