Position Summary

The Instrumentation and Electrical (IE) Supervisor will be a key member of the refinery maintenance team, providing leadership to Kern’s IE Technicians supporting safe operations, reliability and predictably, without incident. The qualified candidate will take lead in understanding and evaluating plant performance, work closely with Operations and Maintenance to establish priorities, and follow through with proactive design and execution of work orders for routine and turnaround maintenance.

Job Function

  • Prepare electrical, instrumentation, and process control work orders, cost estimates, schedules, material specs, sketches, and other required documentation.
  • Troubleshoot electrical, instrumentation, and process control problems & issues, develop alternatives, and propose & implement solutions for long-term reliability per standards and/or code.
  • Developing and initiating work process improvements, revising procedures, developing preventive maintenance plans and other plant documentation.
  • Budget and write appropriation for expenditures (AFE’s).
  • Document and manage information (CMMS) for electrical, instrumentation, and process control systems & equipment.
  • Manage, design and execute electrical related capital and expense projects as requested.
  • Ensure all work is performed in accordance with applicable Environmental, Health, Safety, and all other applicable codes as required by Federal, State, Local and Refinery regulations.
  • Improve the maintainability, operability and running condition of refinery electrical, instrumentation, and process control equipment.
  • Carries out Management of Change (MOC) process
  • Identify and investigate chronic equipment failures and develop correction action plans.
  • Support equipment reliability initiatives and proactively apply technical expertise.
  • Answer technical inquiries, make technical recommendations, improve maintenance tools, and develop maintenance procedures and provide training.
  • Effectively manage multiple issues concurrently demonstrating the ability to apply technical expertise to problem solving while achieving broad business objectives.
  • Demonstrated ability to work in diverse teams.
  • All other duties as assigned.

Supervisory Responsibilities

  • Supervising IE Technicians in regarding; maintenance and troubleshooting, work orders, and monitoring deadlines and schedules to prioritize day-to-day support with long term projects as assigned.
  • Lead and manage turnaround and routine maintenance work.
  • Directing and leading cross functional teams and contractors tasked with solving complex problems, coordinating resources, and responding appropriately to equipment failure, outages, or other refinery issues.
  • Leading the team in safety and health excellence through strong personal engagement, recognizing and stopping unsafe behavior, eliminating safety hazards, following safe practices and procedures and striving for continuous improvement of safety in the refinery.
  • Assessing employee development opportunities, training employees, and backfilling positions on the team as needed.

Knowledge Skills

  • An understanding of refinery processes and equipment and the interaction between refinery units.
  • Knowledge of field electrical, instrument, equipment and controls including; sensors, transformers, final control elements, process control systems, communication protocols and wiring methods.
  • Excellent communication skills, both written and verbal, keeping the maintenance team and management updated, including, writing detailed reports.
  • Recommends and implements solutions to equipment bad actors and other improvement opportunities.
  • Demonstrated ability to successfully facilitate meetings.
  • Ability to be analytical to identify problems, review alternatives, utilizing available resources for decision making.
  • Solve problems with realistic solutions, designed as prevention, refer when necessary.
  • Planning & Organization Skills to establish systematic methods.
  • Communication Skills strong in conveying ideas/information verbally & in writing.
  • Read Effectively.

  • Ability to comprehend & follow instructions.
  • Ability to comprehend basic to advanced Mathematical equations

Education/ Experience

  • Bachelor of Science in Electrical Engineering; or equivalent 10 years relevant industry engineering/refining experience.
