The Education Programs Coordinator is responsible for and collaborates in day to day operational administration, coordination and implementation of the Training Fund (TF), Health Care Apprenticeship Consortium (HCAC) and Virtual Healthcare Institute (VHI) education programs. These programs include multiple healthcare occupation apprenticeship programs, apprenticeship preparatory programs, Introduction to Healthcare Employment & Apprenticeship Healthcare Foundations Programs (IHAP), Nursing Assistant-Certified (NA-C), Medical Assistant, Behavioral Health, Pharmacy Technician, Advanced Certification of Environmental Services Technicians (ACET) and other healthcare education and career pathway programing. Work is performed under the supervision of the Education Programs Program Manager. The Coordinator will administer, document, recruit, develop, coordinate, and collaborate with multiple partners, participants, and candidates in advancing the Training Fund’s education programs including apprenticeship. This position does of lot of student affairs and onboarding work, plus documenting and tracking candidates/students using a variety of web and software applications.

The Education Programs Coordinator is a team member helping to scale our education programs through strong and creative administration and coordination, team work with students, instructors, labor and employers, and building lasting relationships and programs with our partners. Work partners include internal staff, participants, and external partners such as labor unions, employers, government agencies, regulatory agencies, community-based organizations, healthcare industry groups, and higher education entities.

This position works in close collaboration with their supervisor and the Education Implementation Specialist and the Partner Implementation Specialist. The Coordinator will collaborate with other TF departments to administer education programming that meets overall TF goals within the timelines and budgets developed including close coordination with grant development & implementation staff as needed.

Essential Job Functions:

Incumbent must have the skills, abilities and judgment to perform the following essential job duties and responsibilities, with or without reasonable accommodation:

· Prepares documentation for and helps with administration of multiple healthcare occupation apprenticeship programs, apprenticeship preparatory programs, Introduction to Healthcare Education & Apprenticeship Healthcare Foundations Programs (IHAP), Nursing Assistant-Certified (NA-C), Medical Assistant, Pharmacy Technician, Behavioral Health, Advanced Certification of Environmental Services Technicians (ACET) and other healthcare and career pathway education programing;

· Administers and documents programs in a way that maintains compliance for all programs;

· Project administration and educational programs and services implementation;

· Works closely with participants to help them be successful from registration through completion of the program;

· Provides program information, including referrals and information on apprenticeship options, career planning, and other programmatic services and/or resources, to potential candidates, employers, and enrolled students;

· Prepares data and materials for consultations with apprentices, committee members and regulatory personnel consistent with program support and program options including after-hours work fitting others’ schedules, within reason.

· Reviews and understands program and application materials, informs apprentices of their options and responsibilities, and maintains participant confidentiality.

· Enters candidate, trainee, and apprentice data into organizational databases. In conjunction with the administration team and educational instruction team, assures the accuracy and completeness of data collected, including data pertaining to eligibility, selection, employer utilization and outcomes, including proper documentation and quality checks for regular agency and grant reports and compliance.

· In collaboration with the Education Program Manager and the Director of Education Programs, collects and reviews data for reports for apprenticeship and related programs, including grants and database logging of apprentice hours and competency checks, and uploading this information to the State of Washington.

· Participates in developing and maintaining procedures and processes connected with apprenticeship and other programing;

· Assists with candidate and employer recruiting with community and industry organizations as directed, including job fairs, and occasional after-hours events in person (at times throughout Washington) and online;

· Takes an active approach to problem solving and process improvement for program performance and improves efficiency and outcomes; works quickly in data recording and analysis;

· Communicates as a liaison and healthcare education facilitator with union staff leaders, employers, local community colleges and universities, and other program partners;

· Coordinates with Training Fund staff assigned to other programmatic areas to deliver programs and services;

· Work as assigned with local WDCs, employers, community-based organizations, and other relevant organizations to promote and expand the program;

· Ensure proper documentation of all participants is established and ensure participant information is kept confidential;

· Ensure timely assembly and collection of reports, data and statistical information regarding the demographic make-up of program participants;

· Full willingness and ability to travel on a semi-regular basis to remote in person instructional locations (mainly North and South Seattle/Renton, and Everett to Tacoma, but also Vancouver through Bellingham, occasionally Eastern Washington) for logistics in person at alternate teaching/staging locations for apprenticeship classes and labs;

· Acts as an organizational representative in all situations, setting a strong example of professionalism, work completion and quality, and commitment to organizational goals and ethics;

· Establishes work priorities in a highly organized manner while maintaining flexibility in scheduling and adhering to quality requirements and deadlines;

· Provides back-up coverage for other team members, as needed; and

· Performs other tasks and responsibilities as assigned.

Required Skills and Experience:

· Excellent with use of technology and data systems to regularly communicate, document and track member information;

· Intermediate or higher proficiency in Microsoft Office Suite;

· Spreadsheet skills and experience;

· Intermediate Computer setup skills, including cameras, zoom configuration, microphones and projectors.

· Ability to connect with and motivate potential members to engage in education and training programs;

· Attention to detail and ability to comprehend, retain, and apply specific policy information;

· Strong interpersonal and communication skills, written and verbal;

· Willingness to learn and established history of learning and advancing own professional skills;

· Ability to independently exercise a high level of judgment;

· Experience working with diverse populations and addressing participants unique needs;

· Flexibility regarding hours per week; weekend and/or early and late in the day activities is required. Most but not all work is conducted during ordinary business hours. Instruction to be coordinated and supervised may occur during evening and weekend hours;

· Time management, organizational, and record keeping skills. Discipline in personal management, self-motivation, accountability and responsibility;

· Ability to follow privacy policies (like the Health Insurance portability and Accountability Act (HIPAA), the Family Educational Rights and Privacy Act (FERPA) etc.) and respect confidential information;

· Professional appearance and demeanor;

· Support labor (SEIU Healthcare 1199NW) and management perspectives in your work at the Training Fund;

· Strong Zoom and Teams remote operational and facilitation skills;

· Valid Driver License and access to a reliable insured vehicle;

· Willingness to travel, periodically, to weekly; and

· COVID and Flu full vaccination, shot documentation required or proof of meeting state or federal law, including medical disability under the Americans with Disabilities Act (ADA) guidelines, for not being vaccinated.

Desired Skills and Experience:

· Minimum of two (2) years of experience in social support work, union or employer administration/development, adult education/training or workforce development;

· Knowledge and experience supporting working adults enrolled in apprenticeship, higher education, career counseling and/or case management practices;

· Advanced office administration experience (not necessarily medical, medical beneficial);

· Experience in a union or labor management environment, or an understanding of unions and ability to work in a labor/management environment;

· Ability to navigate well in labor/management settings and build and sustain partnerships with external stakeholders;

· Material Coursework, Associates Degree, or Bachelor’s Degree in subjects applicable to the work, preferred;

· Proficiency with one or more learning management systems (canvas, blackboard, etc.);

· Vouchering and Invoicing skills;

· Knowledge of college placement, advising, registration and enrollment processes;

· Knowledge and experience with healthcare training programs throughout the Washington State college system, including familiarity with necessary pre-requisite courses;

· Experience with program, quality control, or audit compliance and proper documenting practices and systems;

· Intermediate or higher proficiency in database systems;

· Work with grant funders or in a grant environment;

· Experience working in an environment with multiple partners, varied outlooks, and diverse and dispersed stakeholders;

· Proven record of working collaboratively to meet performance goals; and

· Bilingual skills desired.

Educational Requirements:

· Associates degree preferably in adult education, employment support, human resources, union organizations, social services, healthcare or related fields, or equivalent education/experience.

· 2 years plus years’ experience.

· Additional or alternate education or experience considered.

Work Environment:

This position manages operations primarily in Washington State, both remotely and in person. Training Fund educational operations include certain program work in Oregon and Alaska. The position requires “in-person” involvement with apprentices, employers, instructors and community partners at a variety of locations; other portions of this role will be split between remote work and the Training Fund office. Equipment will be provided to supply a home-based office and portable computer support. This position is positioned at the Training Fund office (currently at Renton, WA) with requiring the ability to regularly commute regionally (between Everett and Tacoma).
