Overview:BACKGROUND AND PURPOSE:
The Department of Commerce (DOC) Office of the Secretary (OSEC) is an executive office within the Department of Commerce and is located in the Herbert C. Hoover Building in Washington, DC. The Office of the Secretary is the management arm of the department and provides the principal support to the Secretary in formulating policy and providing executive leadership of DOC-wide programs and activities. DOC Executive OSEC consists of the Secretary and Deputy Secretary offices which generate many important records and documents. DOC Executive OSEC has not had a permanent records manager on site for several years. DOC Executive OSEC seeks onsite records management and document management support to sort through paper records and prepare records and containers for accession to NARA.

OBJECTIVE:*
The Contractor shall provide on-site records management administration specialist and document control specialist support to the DOC OSEC. DOC OSEC has critical legacy records (hard copy), that need to be reviewed, sorted, organized and prepared for accession to the National Archives and Records Administration (NARA). The Contractor will review, prepare, sort, archive and organize the existing assortment of executive legacy (paper) records, files, and documents. The contractor will prepare records, file and arrange in containers in accordance with NARA policies and requirements for document archival and accession. The Contractor shall help the DOC OSEC meet critical aspects and requirements associated with records management, retention, document management and archival.
Responsibilities:

  • Supports records management and document management activities and actions in accordance with NARA policies and guidelines.
  • Conduct onsite review and archival responsibilities and duties of DOC OSEC physical paper record holdings within DOC OSEC office spaces.
  • Archive records, prepare for shipment, coordinate the pickup, storage, and delivery of records, monitor the movement of records.
  • Coordinates and track document requests and archival procedures following the guidance of the National Archives and Records Administration (NARA) and Federal Records Center (FRC).
  • Answer customer requests for document management, archival, filing and or assistance.
  • Prepare expired documents for destruction. Record receipt and storage including indexing.
  • Populate databases, perform database queries, perform quality control of box contents. Perform inventory reconciliation.
  • Track and maintain the location of records utilizing a personal computer-based tracking system or spreadsheets.
  • Prepare scan bar coded boxes and their locations, update tracking systems as required, archive, perform records searches as requested by DOC OSEC offices, maintain logs on the receipt and shipment of records, archive documents, and prepare periodic inventories of records.
  • Prioritize various document management tasks, interpret specific instructions, and apply creative problem-solving techniques in a variety of situations.
  • Work normally requires sorting through boxes of records, filing and lifting boxes of medium weight throughout the day.

Contractor will review and assess legacy executive paper records and prepare records in accordance with NARA requirements for accession to NARA by December 20, 2022. Contractor will participate in an initial site visit to view the rooms where DOC OSEC records are stored. The Contractor will work with DOC OSEC staff and NARA staff to review records disposition based on NARA guidance, department records schedules and records transfer plan. The Contractor will review, assess, sort, box, label, track and prepare legacy records for accession to NARA.
Contractor will work with DOC OSEC staff and the Department’s Records Management Official to serve as the DOC OSEC RM Liaison in support of the DOC OSEC executive offices. The Contractor shall put RM plans in place to manage DOC OSEC records, prepare documents for transitions, provide input on RM data calls and requests for information, and ensure DOC OSEC records are managed in accordance with NARA policies and procedures.

  • Track and maintain the location of records utilizing a personal computer-based tracking system.
  • Typically scan bar coded boxes and their locations, update tracking systems as required, backup databases on a daily basis, archive records, ship and receive records, coordinate the pickup, storage, and delivery of records, monitor the movement of records through all tasks from initial receipt through final destruction or archiving, perform records searches as requested by clients, maintain logs on the receipt and shipment of records, destroy and archive documents, and prepare periodic inventories of records.
  • Prioritize various tasks, interpret specific instructions, and apply creative problem-solving techniques in a variety of situations.

Qualifications:Approximately 2 years of experience in a related field.

LOCATION/HOURS OF OPERATION:*
Contractor support shall perform work on-site at DOC, HCHB, Washington, DC.

  • Remote/telework is not authorized under this task, the work must be performed on-site.
  • Under this task order, the Contractor is responsible for conducting business, Monday thru Friday during normal business hours except Federal holidays or when the Government facility is closed due to local or national emergencies, administrative closings, or similar Government directed facility closings.

TRAVEL:
Travel is is not required under this task order.

PERIOD OF PERFORMANCE:*

  • Kickoff meeting is required on or before September 30, 2022. Standard onboarding is up to 30 days from date of award.
  • Base Period: September 30, 2022 – January 31, 2023
