Position Summary

Serves as chief student conduct officer and primary investigator for all student conduct incidents. Monitors, updates and enforces the policies and procedures of the College’s Code of Conduct and judicial system ensuring compliance in all aspects of code of conduct. Serves as the deputy Title IX officer for all student matters and serves as the administrative lead of the Behavioral Review Team.

Description of Duties

Code of Conduct Administration

  • Ensures the effective administration of the Student Conduct Code, which includes, but is not limited to the selection, training, and supervision of Conduct Boards, and hearing proceedings, compliant record retention policies, and effective communication of Conduct policies, procedures, and services through the delivery of print and online materials.
  • Serves as primary intake person for all student conduct complaints from internal or external complainants; conducts all preliminary investigations into alleged violations; acts as board advisor and hearing officer and generates all judicial correspondence related to each case.
  • Each term, recruits and maintains a diverse pool of staff and student volunteers to serve on conduct boards and/or Academic Integrity panels; provides on-going training for rotating membership.
  • Schedules all conduct hearings in accordance with established Conduct Code time lines. Notifies all participants of the proceedings and provides documentation and all physical documentary evidence to hearing boards.
  • Adjudicates individual student cases via administrative review or hearings as necessary or refers to other conflict resolution processes as appropriate.
  • Investigates incidents of alleged gender-based student misconduct including sexual assault, sexual harassment, partner violence, and stalking and reports findings to the College’s Title IX Coordinators. Oversee the required education around sexual misconduct of new students every semester via online training and other awareness events.
  • Maintains and monitors entries in the official judicial database and create and maintain student conduct files.
  • Maintains communication with college council regarding serious conduct issues where law enforcement or student attorney’s become involved.

Coordination of Student Services

  • Serves as a liaison between the Executive Director of Student Services and appropriate community agencies including but not limited to College Council, Middletown Police Department, County Prosecutors Office and PESS Unit at Monmouth Medical Center.
  • Serves as the Administrative lead for the College’s Behavioral Review Team, convening the team as necessary to discuss and address student cases that need adjudication outside of the conduct code.
  • Assists Executive Director of Student Services with caseload for students entering academic suspension or dismissal, or financial aid final suspension, providing program planning and completion goals.
  • Serves as the case manager for student conduct software (Maxient), maintaining all student conduct, counseling and other student services entries. Assists other areas of the College with adapting Maxient to their needs.

Act as Campus and Community Resource

  • Serves as a resource on complex legal issues evolving in higher education and serves as a student conduct consultant, clarifying procedures and options available to all constituents’ in response to student behaviors.
  • Serves as informational and statistical resource to the Brookdale Police Department in compliance with reporting annual Clery statistics for the Lincroft campus, Freehold campus, and all regional locations.
  • Maintains an information sharing relationship with the Brookdale Police Department regarding student conduct cases that rise to the criminal level; or criminal investigations requiring a conduct board hearing.
  • Serves as a primary resource and provides educational outreach programs to the College and surrounding community regarding conflict resolution, the student conduct code and conduct process.
  • Liaison to college governance committees and departments dealing with community standards and social justice issues.

Policy Review and Development

  • Annually reviews the Code of Conduct and student conduct processes providing statistical reports and summaries regarding caseloads of conduct cases and outcomes. As necessary, recommends appropriate changes in policy or drafts new policies to remove barriers to the process.
  • Ensures that the student conduct code, student affairs and related policies are in accord with local, state and federal guidelines and best practices.
  • Ensures compliance with the Family Educational Rights and Privacy Act (FERPA) and other appropriate federal, state and local laws, policies and regulations relating to the maintenance, security, and proper disclosure of student conduct records. Also provides certification for agencies requesting student conduct information in accordance with FERPA.
  • Other Duties and Responsibilities

Minimum Qualifications

Education:

  • Master’s degree in student personnel administration, higher education administration, or a related field is required.

Experience:

  • Three years of directly related professional student affairs experience is required.
  • Experience recruiting, training, and supervising Conduct Board volunteers preferred.
  • Experience utilizing student records systems and incident reporting systems preferred.

Knowledge/Skills/Abilities:

  • Knowledge of student development theory and student conduct processes, and applicable laws such as the Clery Act, Title IX, the Campus Sexual Violence Elimination (Campus SaVE) Act, and Family Educational Rights and Privacy Act (FERPA) is required.
  • Demonstrated success in dealing with students, parents, administrators, faculty, law enforcement, and emergency services personnel is required.
  • The ability to manage and complete tasks in a timely manner and the ability to maintain accurate records and files is required.
  • Proven ability to work effectively with students of varying ages and diverse backgrounds.
  • Must be computer literate with ability to utilize Microsoft Office at an intermediate level and the ability to learn and utilize specific higher education programs and specialized programs and applications essential to the office;
  • Must have strong interpersonal and organizational skills with the ability to develop working relationships with students and all staff constituents, while effectively communicating ideas, principles and concepts effectively.
  • Fluency in a second language is preferred.
  • Ability to travel locally and to other sites is required.

Job Type: Full-time

Pay: $68,255.00 per year
