The primary area of focus for this position will be to develop and administer a Citywide digital learning program to help develop a thriving, skilled, and educated workforce capable of tackling the City’s challenges and opportunities of tomorrow. It is expected that this position will positively affect recruitment and retention by maximizing learning and development opportunities, ensuring equitable access to learning programs, and implementing process improvements. The position will also oversee the performance management process for managerial employees, aligning managerial performance and outcomes with the City’s Strategic Plan priorities. This position will report to the POD Program Manager; it will not have direct reports upon appointment but may have supervisory responsibilities in the future. This will be a hybrid remote/in-person position with the primary on-site work location being at 1200 Third Avenue, San Diego, CA 92101.

The ideal candidate will have a deep passion for learning and guiding others in their learning journeys with a demonstrated background in creating, implementing, managing, and evaluating training programs. The ideal candidate will bring energy and eagerness to their work and have strong project management skills with the ability to multi-task and manage competing deadlines. They will be a strong communicator, with exceptional writing and presentation skills. They will be a collaborative team player who assesses and implements process improvements.

Key Areas of Responsibility:

  • Create and implement a strategy to maximize employee learning opportunities and engagement with digital learning including:
    • Work with departments to assess certification needs and opportunities in relation to available certification prep courses.
    • Create common career pathways to give employees clear understanding of the skills and certifications needed to progress in the organization and prepare for positions of the future.
    • Create learning collections and targeted learning programs for non-office employees that includes using mobile phones/devices.
    • Merge and link digital learning courses with existing citywide training and development programs and curricula.
    • Create regular reporting on Citywide and department-specific employee learning trend data.
  • Maximize the unclassified employee performance evaluation program by aligning employee goal setting and performance evaluations with the City’s Strategic Plan.
  • Coordinate mandatory, compliance-related learning initiatives.
  • Coordinate and continuously improve existing supervisory and managerial- level training and development programs.
  • Administer the City’s learning management system.
  • Use a data-driven approach to inform, create, and implement targeted training and development programs to enhance organization effectiveness for specific employee groups or departments.
  • Create a training community and network within the City through information sharing, standardized policy guidance on training programs and training best practices.
Minimum Qualifications:
  • Bachelor’s Degree in Education, Industrial/Organizational Psychology, Sociology, Organizational Studies, Public Administration, or a related field; and
  • Three (3) years of professional experience in employee learning and development would be a typical way to demonstrate these qualifications.
Desirable Qualifications :
The ideal candidate will possess the following qualifications:
  • Graduate-level degree in a related field.
  • Gallup-certified CliftonStrengths coach or other coaching certification.
  • Administrator experience using a learning management system (e.g. SAP SuccessFactors).
  • Experience in program management or coordination across a large organization (e.g. 1,000+ employees).
  • Proven, effective project management and delivery abilities.
