POSITION SUMMARY:

The Development Review Engineer is primarily responsible for reviewing development projects for compliance with design criteria and engineering practices for the City of Glenwood Springs. This position will perform a variety of professional review work with particular emphasis on Engineering standards and design.

FLSA STATUS: Exempt

CATEGORY: Full-Time

HOURS: 40 hours or more per week; meetings outside normal work hours (mornings and evenings) are required as a component of this position.

ESSENTIAL FUNCTIONS:

Prepares, reviews, understands, interprets, and analyzes engineering plans, specifications, drawings, and technical engineering reports for conformance to standards, function, economics, completeness, and constructability.

Serves as a member of the City’s Development Review Committee and attends biweekly interdepartmental meetings.

Coordinates and perform on-site general inspections of public and private improvements being constructed by developers, and documents said inspections which may include but not limited to drainage, site grading, storm water detention facility, street, and sidewalk to ensure overall compliance with City standards and approved plans and permits.

Reviews and assists in preparing development agreements, easement and right-of-way dedications, and vacation requests.

Provides assistance in the development process including public involvement, meetings, review and enforcement.

Provides responsible technical and staff assistance.

Assists Economic and Community Development Director and City Engineer in various projects.

Assists in the development and implementation of Engineering Standards.

Responds to public in a courteous, timely and professional manner. Performs all duties in a manner consistent with City, state and federal laws and departmental policies.

Plans, sets, and meets realistic goals, objectives, priorities and deadlines.

Identifies and solves job-related problems both alone and in conjunction with other City employees.

Works cooperatively with other City employees and co-ordinates when necessary.

Responsibility may be assumed for sensitive information.

Work is typically performed in an office environment. Some field work is required.

Meetings outside normal work hours (mornings and evenings) are required as a component of this position.

  • Possesses strong writing, reporting, analytical, presentation and grammatical skills.
  • Acts as a liaison with the public, developers, departments, and boards regarding land use issues, regulations, and development review process.
  • Recognizes and communicates conflicts and issues which warrant input from supervisor.
  • Work requires research and analysis of data, interpretation of codes, plans and facts in determining a course of action within the limits of standard practices or recognized methods of a professional discipline.
  • Proficiency with personal computer, word processing and spreadsheet software, drafting equipment and a planimeter.

EDUCATION, TRAINING & CERTIFICATIONS

Necessary:

  • Graduation from an accredited college or university with a bachelor's degree with major course work in civil engineering or a related field.
  • Four (4) years of increasingly responsible professional civil engineering experience..
  • Equivalent combination of education and/or experience may be considered.

Desired:

  • Experience with Arc View and AutoCAD are desirable.
  • Professional Engineer (P.E.) License
