Purpose of Classification:
This position is the administrative officer of Newton County and shall be responsible for the
proper and efficient administration of all affairs of the county.
Essential Functions:
The following duties are normal for this position. The omission of specific statements of the duties does not exclude
them from the classification if the work is similar, related, or a logical assignment for this classification. Other
duties may be required and assigned.
Ensures all laws and ordinances of the county are enforced.
Implements the work plan approved by the Board of Commissioners and coordinates with the
Board of Commissioners Chair on the implementation of the work plan.
Exercises control over all departments or divisions of the county to facilitate internal and
external communication throughout all levels of the organization, assist departments with the
resolution of problems that require the attention of county management, and inform the Board
of Commissioners Chair on departmental activities.
Manages and supervises county staff and department heads with the exception of employees
of other elected county officials and the board of tax assessors, including the following: hire,
determine compensation within the range approved by the Board of Commissioners, train,
evaluate performance, discipline, and terminate employees in coordination with the Human
Resources Director and in accordance with the county's personnel policies.
Appoints department heads subject to ratification by the Board of Commissioners; train,
determine compensation within the range approved by the Board of Commissioners, evaluate
performance, discipline, and terminate department heads; provided however, department
heads shall have a right to appeal any termination decision to the Board of Commissioners.

Newton County, Georgia County Manager
Reports to the Board of Commissioners monthly on all positions to be filled in the ensuing
month and all suspensions or replacements thereof which took place in the prior month. All
said reports shall be spread upon the minutes of the Board of Commissioners.
Supervises and regulates all purchase of materials and supplies for Newton County within such
limitations and under such rules and regulations as may be imposed by the Board of
Commissioners.
Supervises the performance of all contracts for work done and services provided for Newton
County and provide recommendations to the Board of Commissioners on contract renewals.
Keeps the Board of Commissioners fully advised as to the financial condition and needs of the
county.
Works with the finance director and consults with the Board of Commissioners Chair in the
development of the annual budget; prepares the Board of Commissioners’ administrative
offices budget; reviews departmental budget requests from all county functions for the
administrative recommendations to the Commissioners; coordinates the scheduling of budget
meetings; and ensures compliance with all legal and procedural requirements.
Oversees and participates in the resolution of inquiries and complaints from the public and
other organizations.
Attends all meetings of the Board of Commissioners and briefs the Board of Commissioners on
pending agenda items and take part in the discussions.
Responds to inquiries and provides Commissioners with information on the status of county
operations and projects.
Provides analysis as needed to assist the board to make informed policy decisions.
Reports to the Board of Commissioners Chair regarding day to day operations and preparation
of preliminary agenda items.
Assist departments with resolution of problems that require the attention of county
management; monitors and evaluates progress of departments toward goals and objectives of
the administration; serves as liaison for appropriated services.
Facilitates internal and external communication throughout all levels of the organization;
conducts meetings with department heads and key management staff to focus departmental
efforts on the overall goals and objectives of the county.
Performs financial and managerial analyses for the Board of Commissioners Chair and Board of
Commissioners pertaining to county operations and programs under consideration; gathers
information relevant to the subject; evaluates data and makes recommendations based on

findings; prepares reports; and makes presentations to the Board of Commissioners and other
interested parties.
Assists the Board of Commissioners Chair and the Board of Commissioners with strategic and
long-range planning for the county; participates in planning efforts at the local and regional
level; keeps Commissioners apprised of developments at the state and federal levels that
impact the county; monitors pending legislation for impact on the county; and oversees
compliance with new legislation.
Represents the Board of Commissioners Chair, Board of Commissioners, and the County at
various meetings, functions and events as needed; serves as liaison to various civic or
governmental organization and committees, task forces, boards and commissions; confers
regularly with officials from municipalities, school board, chamber of commerce, authorities
and commissions; provides information about county operations; participates in discussions
and decisions and keeps the Board of Commissioners apprised of activities.
Oversees and participates in the resolution of inquiries and complaints from the public and
other organizations.
Additional Functions:
Performs other duties as may be required by the Board of Commissioners.
Minimum Qualifications:
Bachelor’s Degree from an accredited college or university required; supplemented by ten
years of progressively responsible experience in management, to include public finance
management oversight and leadership or supervisory experience.; or any equivalent
combination of education, training, and experience which provides the requisite knowledge,
skills, and abilities for this job.
Specific License or Certification Required: Must possess and maintain a valid Georgia driver’s
license.
Specific Knowledge, Skills, or Abilities: Must be able to demonstrate proficiency in
performance of the essential functions and learn, comprehend, and apply all rules, ordinances,
and laws governing county government as well as departmental rules, policies, practices, and
procedures necessary to function effectively in the position.

Data Utilization: Requires the ability to synthesize, hypothesize, and/or theorize concerning
data involving modification of existing policies, strategies and/or methods to meet unique or

unusual conditions. Requires the ability to do so within the context of existing organizational
theories and management principles.

organizational unit requiring significant internal and external interaction.
Equipment, Machinery, Tools, and Materials Utilization: Requires the ability to operate,
maneuver and/or control the actions of equipment, machinery, tools, and/or materials used in
performing essential functions.
Verbal Aptitude: Requires the ability to utilize a wide variety of reference, descriptive, advisory
and/or design data and information.
Mathematical Aptitude: Requires the ability to perform addition, subtraction, multiplication
and division; ability to calculate decimals and percentages; may include ability to perform
mathematical operations with fractions; may include ability to compute discount, interest, and
ratios; may include ability to calculate surface areas, volumes, weights, and measures.
Functional Reasoning: Requires the ability to apply principles of logical or synthesis functions; to
deal with several concrete and abstract variables; and to analyze major problems that require
complex planning for interrelated activities that can span one or several work units.
Situational Reasoning: Requires the ability to exercise judgment, decisiveness and creativity in
critical and/or unexpected situations involving moderate risk to the organization.
ADA Compliance:
Physical Ability: Tasks require the ability to exert light physical effort in sedentary to light work,
but which may involve some lifting, carrying, pushing and/or pulling of objects and materials of
light weight (5-10 pounds). Tasks may involve extended periods of time at a keyboard or
workstation.
Sensory Requirements: Some tasks require the ability to perceive and discriminate colors or
shades of colors, sounds, and visual cues or signals. Some tasks require the ability to
communicate orally.
Environmental Factors: Essential functions are regularly performed without exposure to
adverse environmental conditions.
