Responsibilities:


1. Support the Future Long-Range Assault Aircraft (FLRAA) Program Security Manager (PSM) in all aspects of developing, managing, implementing, training, auditing, and documenting Program Protection efforts on the FLRAA Program.

2. Investigate security infractions and violations of the National Industrial Security Program Operating Manual (NISPOM), instances of noncompliance with company policies and procedures, and violations of the law, and implement corrective actions to prevent recurrence.

3. Conduct and document interviews and audits of company activities to determine adherence to FLRAA Program requirements, NISPOM requirements, as well as our company’s policies, procedures, and ethics guidelines.

4. Investigate criminal and intelligence collection activities as reported, including:
a) efforts by any individual to obtain illegal or unauthorized access to sensitive information and material, or to compromise a Bell employee,
b) all contacts by Bell employees with known or suspected intelligence officers of another country, and/or
c) any contact which suggests an employee may be the target of an attempted exploitation by the intelligence services of another country.

d) reported suspicious contacts targeting employees when such contacts suggest intent to elicit information from the employees approached, including contacts made in person, by computer or by telephone.


5. Develop, manage, implement, train, audit, and document all aspects of the FLRAA Insider Threat Program.


6. Write and submit reports concerning the findings of counterintelligence investigations/activities, as required by the FLRAA Program Office, NISPOM, and company policy.

7. Conduct liaison with local, state, and federal counterintelligence and law enforcement agencies in order to safeguard sensitive information and material resident at Bell, to meet mandated reporting requirements, to obtain rulings, interpretations, and acceptable deviations for compliance with regulations, and to benefit the security interests of the company.

8. Schedule, conduct, and document all manner of screenings, pre- and post-travel briefings, threat briefings, and annual compliance training presentations, in order to safeguard sensitive information and material resident at Bell and meet FLRAA Program Office and NISPOM requirements.

9. Assist the FLRAA PSM with the following security aspects:

a) Personnel Security, to include badges and identification, the investigation and maintenance of personnel security clearances, and personnel security reporting requirements

b) Communications Security

c) Contracts and Security Specifications (DD254s)

d) Document Control, to include marking, accountability, transmittal, receipt, reproduction, and destruction

e) Physical Security, to include alarm response, key-lock control, security combination changes and tracking, and security camera support
f) Review electronic communications such as email reports and follow up with employees to obtain additional info as required by policy and procedures.
g) Support Security team or lead efforts involving various miscellaneous security forms and logs, as well as adhering to corporate policies on protecting intellectual property, PII protection, property removal, Insider Threat Program, and other such policies.

i) Maintain knowledge of applicable government regulations, such as changes to 32 CFR Part 117, 2001, 2003, 2004, and/or SEAD 3 requirements, to include new Industrial Security Letters and procedures, as necessary to maintain compliance.
j) Assist with any and all areas of responsibility required for compliance with 32 CFR Part 117, to include routine self-inspections, annual DCSA Security Reviews, investigations of security incidents and infractions, etc…, as needed.
k) Provide recommendations to the Global Security team for improving efficiency, customer service, and incorporating automation.


10. Perform other task as directed by executive management and or Chief Corporate Security Officer (CSO).


Educational Requirements

  • Bachelor’s degree from an accredited college in a related discipline
    • Additional counterintelligence experience may be considered in lieu of degree if completion of a US government CI credentialing course (such as CI Special Agent Course or other accredited DOD credentialing course) can be verified

Required Qualifications

  • 8-10+ years counterintelligence experience - additional experience preferred
  • Current active Secret Security Clearance or the ability to receive and maintain, a finally adjudicated Secret Security Clearance
  • Knowledge/experience using Microsoft Office applications.
  • Ability to act and complete tasks independently with minimal supervision or support from team members
  • Excellent people skills, with experience leading and collaborating in a multi-disciplinary, diverse, and dynamic team environment
  • Excellent written and verbal presentation skills able communicate well with team members, customers, program managers, and senior leadership
  • Demonstrate excellent organizational, decision-making, and problem-solving skills
  • Ability to handle multiple tasks and priorities in a dynamic environment.


Preferred Qualifications:

  • Final adjudicated Top Secret security clearance with a current background investigation within 4 years and 6 months of applying.
  • Working knowledge of the NISPOM
  • Knowledge of DoD Security forms and the personnel security clearance background investigation process
  • Ability to operate standard DoD Security clearance databases and tools, including DISS, NISS, and eQIP
  • Completion of the Center for Development of Security Excellence’s FSO “Program Management for Possessing Facilities (ISO30.CU)” Course
  • Experience with DISS/eQIP/NISS/Access Commander
  • Experience with the receipt, transmission, destruction, and storage of classified information
