Position Title: Contract Staff Physician - Medical Director for Primary Care (MDPC), Part-Time
Location: Fort Worth, TX (Southwest) or Austin, TX (South) or Dallas, TX (North)
Reports To: Chief Operating Medical Services Officer (COMSO)
Employment Status: Independent Contractor, Part-Time (scheduled to work 16 hours/week)

Contractor Responsibilities

    • MDPC Responsibilities:
    • Performs licensed physician services for Planned Parenthood of Greater Texas Family Planning and Preventative Health Services (referred to as PPGT FAMILY PLANNING).
    • Physician shall be free to exercise their own independent medical judgment regarding the evaluation and treatment of any particular PPGT patient in accordance with the standards of good medical practice.
    • The Medical Director for Primary Care (MDPC) provides technical oversight and leadership for the medical and regulatory aspect of Planned Parenthood of Greater Texas’ (PPGT) Primary Care and Gender Affirming Care initiatives in accordance with Planned Parenthood Federation of America (PPFA) Medical Standards and Guidelines as well as that of all regulatory bodies.
    • Develops, implements and oversees the Primary Care program for all health centers in PPGT’s service area.
    • Provides overall medical direction of primary care and gender affirming care services, ensuring that licensed staff provide the highest quality of care to patients.
    • Ensures compliance with all applicable laws and regulations governing primary and gender affirming care medical services and patient records.
    • Provides family planning, gender affirming hormone therapy and primary care medical services for PPGT patients.
    • Attends Clinical Core Team (CCT), and leads this team’s efforts to develop, implement and maintain a Primary Care program.
    • Advises leaders regarding primary care issues and trends for the affiliate’s clinician’s consideration and action in the development of the strategic plan, programs and services.
    • Assists in the development, annual review, and enforcement of Medical Standards and Guidelines, protocols, policies, and procedures for Primary Care and Gender Affirming Care.
    • Provides direct services to patients in the health centers as scheduled or as indicated.
    • Assists in evaluating potential new services consistent with the PPFA Medical Standards and Guidelines and expanding and implementing these services. May assist in development of PPGT Medical Standards and Guidelines relating to function.
    • Develops and provides Primary Care and Gender Affirming Care training for clinicians; may assist in the selection and privileging of clinicians performing these services.
    • Provides prescriptive authority oversight and performs prescriptive authority checks on a monthly basis for assigned Clinicians, including a monthly meeting with clinicians for the purpose of providing supervision of their chart documentation for history and physical exam, Chief Complaint, allergies, appropriate treatment, and medication management.
    • Available through direct telecommunication for consultation, patient referral, or assistance with medical emergencies.
    • Complies with all applicable federal, state and local laws and regulations, and follow all PPGT policies and procedures adopted in accordance with such laws and regulations.
    • Works collaboratively with the COMSO, Sr. VP of Health Services, Regional Managers, and Health Center Managers to manage within budget and ensure the highest quality of medical services and health center processes.
    • Works closely with staff to ensure consistent processes.
    • Provides medical consultation and supervision to clinicians regarding the clinical management and treatment of specific patients.
    • Has unrestricted access to patient protected health information (PHI) on paper and electronic forms health records for purposes of treatment, payment, and/or healthcare operations. The use of a patient’s protected health information should be limited to information needed for the specific task that is being performed or requested by the individual patient. Disclosure of any patient information must be for purposes of treatment, payment or healthcare operation OR must be accompanied by a valid patient authorization. Must adhere to minimum necessary rule.
    • Affiliate wide expectations:

    • Eligible to maintain professional liability insurance coverage as required.
    • General knowledge of additional requirements for pharmaceutical services mandated by funding contracts and Planned Parenthood Federation of America (PPFA).
    • Ability to work independently.
    • Familiarity with principles of quality assurance/ risk management and modern management practices and principles.
    • Must be able to travel as needed.
    • Ability to think strategically and achieve organization’s goals relating to position.
    • Ability to adhere to the compliance and regulatory requirements pertaining to position.

Minimum Education:

    • Possess a Doctorate of Medicine (MD) or Doctorate of Osteopathy (DO) degree, specializing in Family Medicine or Internal Medicine. Must have completed a residency in Family Medicine or Internal Medicine from a program accredited by the Accreditation Council for Graduate Medical Education.

Minimum Experience:

    • Require experience in sexual and reproductive health. Two years medical management experience desired.

Required Licenses or Certifications:

    • Possess a valid and unrestricted license to practice medicine in the State of Texas issued by the Texas Medical Board; Board eligible or Board certified Family Medicine or Internal Medicine. Possess all appropriate certifications, registrations, and approvals from the Federal Drug Enforcement Administration, the Texas Department of Public Safety and any other applicable federal or state agency necessary to prescribe and dispense drugs under applicable federal and state laws and regulations in each case without restriction. Ability to obtain and maintain the necessary additional certifications in accordance with state, federal and Planned Parenthood Federation of America (PPFA) compliance requirements.
