WORK DESCRIPTION: We are recruiting for a highly experienced and effective contract manager to oversee the procurement lifecycle of contracts and grants for the utility’s Advanced Grid Technology programs. This position will report to the Program Manager of Projects and Technologies and will be responsible for end-to-end procurement, contract management and budget management. Austin Energy's Projects and Technologies Program is part of the utility’s Advanced Grid Technologies group, focused on core and emerging utility technology. The successful candidate will have exceptional skills in contract writing, solicitation processes, contract management, budget management and vendor management of IT and OT contracts. The candidate must also exhibit demonstrated success managing stakeholder relations, working with vendors, consultants, and cross functional teams.

Essential duties and functions may include the following. Other related duties may be assigned:

Prepares for bids process by gathering and coordinating contract requirements from designated departmental liaisons, developing scope of work to include on contract bid and recommending and preparing effective supplemental terms and conditions.

Develops and maintains contract database(s), spreadsheets, and/or other contract management software tools.

Manages contractor and subcontractor performance for compliance to contract terms and conditions by monitoring contractor performance which includes but not limited to inspecting product to ensure compliance with specifications, preparing and discussing contractor performance evaluations with the contractor and/or departmental liaison to explain performance evaluations and obtain feedback, and reporting and resolving complex contractual issues.

Prepares and/or develops reports by collecting, analyzing, and summarizing information regarding contractor performance, supply chain effectiveness, contract expenditures, purchase history, etc., for reporting to management, team members and customers.

Facilitates monthly contracts, budget, and any financial related meetings on behalf of the Program Manager.

Possess a current knowledge of business trends, government regulations, commercial business laws and regulations, software licensing practices, as well as negotiation and pricing techniques, in order to effectively negotiate contracts and to advise executive management of the contractual ramifications.

Responsible for developing and implementing a strategic direction for supplier performance, working with top leadership and senior managers across departments. The Contract Manager will work with a wide range of internal and external stakeholders to ensure that the supplier performance and contract management strategy is understood and that effective support for the strategy is achieved.

Shall be responsible for developing and managing strategic contracts in accordance with AE’s vision, policies, governance arrangements and values.

Serve as technology application point of contract for external vendor invoice submittal.

Operationally manage the specified portfolio of Customer expenditure on a day-to-day basis in line with the overall strategy, including: Managing performance to SLAs and against KPIs; Ensuring other contractual obligations are fulfilled, including Health and Safety and Sustainability; Understanding the customer experience, including managing any comments or complaints; Communication and escalation internally and externally; Maintaining contingency plans and managing risks; and Budget management.

Deliver efficiencies and service improvements, leading on continuous improvement initiatives, including: Improving the customer experience including proactive action to prevent future complaints; Regular benchmarking and alternative service modelling activities; Exploring opportunities for collaboration across business units and divisions within Austin Energy; Maintaining contact with the marketplace to be aware of the latest trends and sector initiatives; Assisting Customer in development of business case and ROI analysis; Process efficiencies and communications enhancements;

Must have rich knowledge of contracting concepts and contract acquisition law and regulations.

Knowledge of Federal Government Contract types as well as State Contracts, working of standard state and commercial contract terms, property and equipment is a plus.

WORKER SKILLS AND QUALIFICATIONS (Required)
Minimum (Required):

  • Graduation from an accredited four-year college or university with a degree in Business or Management, Engineering, computer science, computer information

systems, or management information systems

  • 5 years of demonstrated experience in contract management of large-scale IT/OT enterprise application projects
  • 5 years of experience drafting Request for Proposals, Request for Quotes, Requests for Information5Experience developing statements of work, including but not limited to, technology and services
  • 5 years of proficient in budget management methodologies
  • 5 years of proficient in presenting to multiple levels within an organization

Preferred (Optional):

  • Experience in a utility setting
  • Experience with Electric Grid Technology Contracts
  • Experience with local, State, and Federal Grant opportunities
  • Experience in Enterprise Application Software acquisitions
  • Contract certification such as CPCM, CFCM, CCCM, or CCMA – as this is a preferred qualification, resumes without a contract certification will be accepted
