Job Description:

The Compliance and Safety Specialist, working in close partnership with the executive and management team, will be responsible for ensuring that facilities and operations are in compliance with safety standards and regulations while supporting the goals and objectives of Terwilliger Plaza. This position will be responsible for the creation, implementation, and maintenance of the Plaza’s Emergency Management Plan, and procedures. This position will also be responsible for Fire Life Safety plans, occupational health and safety initiatives, including OSHA compliance, ergonomics, incident prevention, the security department, and facilitating the Safety Committee.

Essential Job Functions:

  • Ensuring that facilities and operations are in compliance with safety standards.
  • Creation, implementation, and maintenance of the Plaza’s Emergency Management Plan, and procedures.
  • Acts as a first point of contact in Emergency Management and facilitates response/recovery
  • Occupational health and safety initiatives, including OSHA compliance, ergonomics, incident prevention, and facilitating the Safety Committee
  • Partners with Facilities Management to develop Long Range Capital Planning.
  • Responsible for the Fire Prevention Plan.
  • Responsible for Fire Life Safety Compliance (Documentation, Data Analysis, etc.).
  • Evaluate potential and actual loss exposures, determines, recommends or implements appropriate corrective action to prevent similar incidents in the future
  • Actively manages appropriate aspects of the relationships with regulating agencies such as Portland’s Bureau of Environmental Services, DEQ, Oregon OSHA, Portland and Oregon State Fire Marshals, and others
  • Development, implementation, and Chair the Risk Management Program/Committee.
  • Works closely with risk retention partners such as Caring Communities and ECRIMaintains and audits aspects of reporting process to risk retention partners.
  • Support Master Plan/Seismic.
  • Responsible for Policies and Accreditation related to Safety and Compliance.
  • Coordinates and Provides Safety and Compliance Training.
  • Supports Facilities Management with Ad-Hoc Projects.
  • Works closely with management team members to meet residents’ needs and expectations, state regulations and license requirements, building codes, licensing, and CCAC.
  • Maintains an awareness, understanding, and compliance of city, county, state, and federal regulations relating to the maintenance department.
  • Assists in managing the asbestos management plan.
  • Provides guidance for the safety programs for the facility services and EVS department; reviews safety issues, incident reports and hazards to uphold standards of maximum safety for all staff.
  • Maintains and advises safe work practices to ensure safety of employees.
  • Facilitates and oversee the Safety Committee to ensure all requirements of the committee are met under OSHA guideline.
  • Oversight and supervision of security contract, and associated contract workers.
  • Individual must have strong communication, analytical, and problem solving skills.

Experience & Education:

  • Bachelor's degree in business, healthcare administration, facilities planning, real estate development, engineering, architecture, industrial technology, or a related field.
  • Minimum of two years’ experience in healthcare administration, facilities planning or engineering, safety and compliance of physical plant operations in large company setting.
