The Community Service-Public Works Technician works under general supervision, provides a variety of
routine and complex administrative and technical work in the administration of the city/county government.
Assists with managing and distributing incoming facility & park permits in Community Services Department.
Coordinates activities with other departments and agencies as needed. The position will also assist Public
Works in complying with environmental program such as SB1383, solid waste and recycling programs and
others. Issues permits; prepares reports and maintains records; and does related work as required.

Assists in the development of short and long range plans; gathers, interprets, and prepares data for
studies, reports and recommendations; coordinates activities with other departments and agencies as
needed.


Assists customers and responds to inquiries regarding the need for permit approvals and application
status for rentals.


Determines that the permit requests has all prerequisites prior to submitting to supervisor.


Create flyers for city sponsored special events.


Contact local businesses for sponsorships for Special Events.


Performs general office reception duties.


Explains general rules and regulations, program and procedural information and responds in person
and by telephone to inquiries, routine complaints, and problems, takes messages, and/or makes
referral to appropriate source(s).


Proficiency using Active Network Program for online permits for class registration and facility permit.


Oversees and facilitates recycling pickup and drop-off programs, ensuring compliance with applicable

federal, state, and local ordinances and guidelines.


Interact directly and maintain effective working relationships with business owners,
management companies, maintenance companies and staff, customers, residents,
community groups, and the general public.


Educate customers on the latest recycling regulations (i.e. AB 1826, AB 341, SB1383.)


Serves the public at the counter on a regular basis; ensures that permits meet the requirements of the
municipal codes, regulations, and restrictions.


Provides information on facility & park permit procedures over the phone or at the public counter.


Counts, receipts and posts all money received over the counter and through the mail, and reconciles
daily cash.


Processes bills for payment.


Orders and maintains inventory of office supplies for the department.


Prepare Agenda & minutes for public meetings.


Assists the public by responding to questions or explaining City policies and procedures related to
Community Services.


Provides staff training and technical support in the use of online registration computer applications.


Knowledge of City codes and ordinances, and various rules and regulations affecting departmental
operations.


Manage coordination with and/or provide support to Member Agencies, contractors, and other agencies
and stakeholders as it relates to implementing and meeting SB 1383 compliance regulations, including
for edible food recovery and enforcement.


Develop and implement programs to assist our members in their compliance with SB 1383.


Initiate and manage policy efforts centered on SB 1383 and other recycling regulations.


Provides professional advice to supervisor.


Prepares a variety of studies, reports and related information for decision-making purposes; conducts
research, analysis, and prepares recommendations regarding proposals for programs, grants, services,
budget, equipment, etc.


Investigates and follows-up on citizen requests for service, complaints, and requests for information.


Assists in the development of notices, flyers, brochures, newsletters, media releases, news articles,
and other informational materials about programs and services.


May be required to work some weekends and holidays.


Assists in the development of short and long range plans; gathers, interprets, and prepares data for

Assists customers and responds to inquiries regarding the need for permit approvals and application

Prepares and issues encroachment permits, wide-load or overweight permits, or other permits for work
in City right-of-way using online Munis program.


Performs general office reception duties. Explains general rules and regulations, program and
procedural information and responds in person and by telephone to inquiries, routine complaints, and
problems, takes messages, and/or makes referral to appropriate source(s).


Proficiency using Active Network Program for online permits for class registration and facility permit.


Interact directly and maintain effective working relationships with business owners,
management companies, maintenance companies and staff, customers, residents,
community groups, and the general public.

The ability to work with both the public, other agencies and other staff in difficult situations


NPDES and FOG Permitting.


Orders and maintains inventory of office supplies for the department.


Investigate and follow-ups on citizen request for services, complaints, and request for information.


Perform general office duties (typing, organizing files, data entry, and record keeping.

Assist Public Works in complying with environmental program such as SB1383, solid waste and
recycling programs.


May be required to work some weekends and holidays.


Perform other related duties as assigned.

MINIMUM QUALIFICATIONS

Education, Training and Experience

*LEVEL 1:

 *
Graduation from high school or G.E.D.; AND


Two (2) years of recent, paid, progressively responsible work experience in a private or public agency
involved in regulatory functions, permit processing or a closely related field, which included heavy
public contact.
*LEVEL 2:

 *
Thirty (30) college semester units in a related field; AND


One (1) years of recent, paid, progressively responsible work experience in a private or public agency
involved in regulatory functions, permit processing or a closely related field, which included heavy
public contact.

Licenses, Certificate and/or Special Requirements

A valid California class “C” driver’s license, safe driving record, and proof of insurance are required at
the time of appointment.

TESTING & SELECTION PROCESS

the examination process. To be eligible for this preference, a legible copy of DD214 upon application filing

COMPENSATION AND BENEFITS

City employee may be eligible to participate in a benefit program including holidays, vacations, savings and
retirement plans, health programs, educational reimbursement and other benefits listed in the Hawthorne
Municipal Employee Association (HMEA) Memorandum of Understanding. Benefits may change due to
employer-employee negotiations.

Eligible City employees will participate in a defined benefit retirement plan administered by California Public
Employees’ Retirement System (CalPers).
