The City is seeking to fill roles to support 1) the City’s affordable housing development initiatives, 2) affordable housing policy and programs, and 3) labor standards and employment programs

Candidates in the Affordable Housing Positions will work independently and collaboratively to provide project leadership and implement a variety of programs related to affordable housing development and rehabilitation, program administration, and policy development and implementation. Candidates will have significant interaction with housing developers, owners, managers, tenants and applicants. Ideal candidates will have a solid understanding of affordable housing financing and/or housing policies and programs, resourcefulness in responding to challenges, and proficiency in drafting, negotiating and executing the mechanisms for ensuring the community's interests.

Duties as in the Affordable Housing Positions include:

• Evaluating applications for City affordable housing funding;
• Working closely with City funding recipients during all phases of the housing development process;
• Drafting and coordinating execution of housing loan documents;
• Coordinating Environmental Reviews and other federal reporting requirements
• Managing projects related to the City's affordable housing portfolio;
• Staffing the Housing Advisory Commission;
• Educating public and stakeholders on local housing policies and programs
• Assist in the development and implementation of Housing policies; and
• Making presentations to Commissions, City Council, and stakeholder groups.

Candidates in the Labor Standards and Employment Programs position will work independently and collaboratively to ensure the City is in compliance with local and federal labor and employment ordinances/regulations, standards and enforcement. The Berkeley Municipal Code (BMC) contains several locally adopted labor and employment programs. The City is also an entitlement jurisdiction, and receives an annual funding awards from the federal Department of Housing and Urban Development (HUD).

Duties in the Labor Standards and Employment Programs include:

• Planning and reporting on the City’s Community Development Block Grant, Emergency Solutions Grant and HOME Investment Partnership Programs;
• Managing federal labor and employment regulations compliance related to the City’s construction and rehabilitation programs including Davis Bacon and Related Acts and Section 3 Final rule;
• Administering, tracking and coordinating the City’s Employment programs; and
• Outreach, education, and corrective actions related to local labor standards;

Job Type: Full-time

Pay: $104,873.00 - $126,796.00 per year
