Fish Program – Hatchery Division - Region 6

Montesano, Washington – Grays Harbor County

Supervise and direct all aspects of fish production within Region 6 for the purpose of achieving conservation and fishery enhancement/management objectives!

Develop innovative strategies within the region towards achieving recovery of Endangered Species Act (ESA) listed species and recovery of depleted fish populations on a statewide basis.

Direct emerging situations regarding the threat of fish resources, infrastructure, staff, and activities that impact the work unit.

Bring your Hatchery knowledge and experience to this role,

Manage the state’s live fish resources that range from trout production for the state’s planting into local area lakes to salmon and steelhead programs that in some cases are used for wild stock.

Direct and coordinate all fish culture activities within Region 6,

Meet program/production goals as outlined in Hatchery Genetic Management Plans, the Future Brood Document (FBD), and other relevant documents.

Motivate and provide leadership and vision for staff,

Direct and supervise staff in the production of anadromous and resident species to meet Endangered Species Act (ESA) recovery, conservation, mitigation, and harvest goals.

You thrive on building collaboration and teamwork,

Become a liaison for WDFW between funding entities, other Northwestern states, and tribes.

Our Regional Hatchery Operations & Reform Manager provides,

  • Leadership and Supervision: Ensure that staff understand and meet goals and expectations and accepts responsibility for results. Promote cohesive, cooperative teamwork within operational guidelines.
  • Budget Management: Track, review, and coordinate adjustments for regional budgets and ensure expenditures match allotments. Ensure that budget proposals are accurate and with costs fully documented before presenting to Fish Program or funding entities.
  • Long-term, Strategic Planning: Develop strategic plans that reflect understanding/consideration for key issues and needs of constituents and the agency. Forecast production changes and coordinate with the Regional Fisheries Program Manager (RFPM) to determine future needs to meet emerging trends or management objectives.
  • Internal and External Constituent Communications: Ensure that affected parties are kept informed about agency and Fish Program goals and activities.
  • Managing Hatchery Production in the Region: Ensures that fish brood documents are understood, modified as required, and complied with for state and federal standards as well as tribal-state obligations.
  • Operational and Administrative Compliance: Ensures that facilities operate in compliance with all permits, policies, and procedures.

WORKING CONDITIONS:

  • Work Setting, including hazards:
    • Work is performed indoors in an office environment, assigned duty station is in Region 6 at the Montesano office.
    • Approximately 50% of time is spent in the field supporting fish management activities in the field and/or visiting Region 6 hatchery facilities.
  • Schedule:
    • Position is overtime exempt - schedule time within a typical 40-hour work week.
    • Expected to adjust schedule and work additional hours as needed to meet business demands and deadlines.
  • Travel Requirements:
    • Some travel - travel occurs regularly to facilities within the regional boundary.
    • Occasional overnight travel may be necessary to attend or present at conferences or meetings, primarily in the state.
  • Customer Relations:
    • Requires frequent contact with customers (Regional Fish Program Manager, Operations and Reform Coordinators, other hatchery staff, Biologist, Science Division, Fish Program Management Team members, federal entities, Tribal contacts, and other agency operational managers).

Qualifications

REQUIRED QUALIFICATIONS:

  • Advanced knowledge and progressively increasing level of responsibility for supervision, budget management, state-tribal negotiations, and external communications.
  • Successful interactions with a diverse base of stakeholders, co-managers, and the general public - ability to represent the hatchery program and WDFW in public venues.

Working knowledge of:

  • Salmonid fish culture practices.
  • Fish health diagnosis, treatment, and management practices.
  • Computer programs and software relevant to hatchery production.
  • State, federal, and tribal production requirements and administrative processes.
  • Leadership practices and motivation strategies.
  • Collective bargaining agreements.
  • Regional salmon recovery plans.
  • Hatchery reform principles and salmon conservation principles.

PREFERRED QUALIFICATIONS:

  • Ten (10) or more years of experience in salmonid culture.
  • Five (5) or more years of experience supervising hatchery staff.
  • Two (2) or more years of experience working with diverse operation budgets and budget management.

Competencies:

  • Proficiency with computers and software including Word, Excel, and CAPS Financial - Contracts and Projects System, Fishbooks (WDFW).
  • Knowledge of federal, state, and tribal regulations.
  • Working knowledge of Department policies and procedures.


Experience:

  • Developing contracts.
  • Negotiating hatchery budgets.
  • Maintaining working relationships with Federal, Tribal, and/or other agencies.
