Minimum Qualifications: Minimum of Associates Degree OR High School Diploma or equivalent with four (4) years of related experience. Must have diverse knowledge with medical insurance billing and proper use of billing codes; CPT/ICD 10. Must have knowledge of general office procedures/equipment and have basic computer skills. Experience with Electronic Medical Records system and Microsoft Office preferred. Must have excellent communication, phone, and organizational skills. Must be proficient in math and spelling. Must be able to work effectively under stress. Must be able to establish and maintain positive working relationships with clients, healthcare providers, community agencies, the public, and other professional personnel. Must have the ability to work with diverse community groups.

Must have a dependable vehicle for use during work hours, valid Illinois Driver’s License, and appropriate auto insurance.

Summary of Job Duties: Performs billing duties including Medicaid, Medicare, and private insurance claims electronically for Macon County Health Department (MCHD) services. Verifies eligibility and coverage for insurance, Medicaid, and Medicare; attaches assignment of benefits; and obtains signature for insurance billing. Serves as Medi Administrator and enrolls appropriate CNS staff into the system to determine eligibility. Keeps updated on changes to Medicaid, Medicare, BlueCross/BlueShield, and other contracted insurance companies. Must be willing and able to learn new programs including but not limited to an Electronic Medical Record system and/or new billing software (or any other system implemented for the needs of the Department). Assigns appropriate diagnosis codes and procedure codes to obtain maximum reimbursement. Keeps up to date with changes to diagnosis and procedure codes. Posts payments to billing system from insurance payers and self-pay for balances due. Submits statements and collection letters to clients, for balances due. Follows up with contracted insurance companies, employers, and patients regarding claims and payments not received within 30 days. Corrects billing/system errors and rebill. Submits necessary paperwork to accounting for refunds to insurance or patient/insured for overpayments. Maintains a spreadsheet for patients write offs, past due balances, statements, and payments received. Maintains monthly and year-to-date breakdown of payments received by department and forwards reports to the appropriate staff. Maintains monthly billing log and a year-to-date billed report. Completes weekly deposits and deposit reports for Insurance payments, and patient payments received by mail and/or electronically. Sends reports to appropriate staff. Bills Medicare/Medicaid Crossover claims over Medi System for

reimbursement. Submits monthly and yearly reports to appropriate staff and County Auditors. Files and maintains monthly billing reports, insurance vouchers, and Explanation of Benefits. Assists with the negotiation and completion of contracts and fee schedules with insurance carriers. Submits employer/business billing through Electronic Medical Records, sends invoices, posts employer/business payments, and sends outstanding balance statements, as needed. Answers any insurance calls and questions. Attends conferences, workshops, and training sessions as directed by the Division Director.
