JOB SUMMARY:

The Clinician is responsible for conducting individual/group counseling sessions, and crisis management with youth residing in a 24-hour shelter funded by the Office of Refugee Resettlement (ORR). Individual behavioral sessions will focus on each youth's needs using Evidence-Based Practice (EBP) interventions such as Solution Focused Brief Therapy and Cognitive Behavioral Therapy. Group sessions will introduce diverse topics in a psycho-educational format. Services will also include completing intake assessments and completing individual service plans meeting required timelines.

ESSENTIAL JOB DUTIES AND RESPONSIBILITIES:

  • Upon arrival to the shelter, the Clinician will welcome youth to assess, establish rapport and document significant incidents observed or reported.
  • Complete all required assessments with youth and update in UC Portal to include (Risk Assessments, Human Trafficking, Evaluation, Red-Flag Identification, Mental Health Assessments and Screeners, Individual Service Plan (ISP) and updates, Trigger Assessments, and Case Summary Updates.
  • Must ensure adherence to state and federal/ORR requirements for the daily overall care and release of youth in care.
  • Assessments and formal mental health status exam must be documented in the UC Portal within 48-hours of completion.
  • Crisis intervention and de-escalation and aiding youth in self-regulation will be conducted as needed.
  • Complete Individual Service Plans and treatment plans for youth and update as required per policy and contractual agreement.
  • Complete other specialized assessment tools based on the youth’s individualized needs such as the Columbia Suicide Severity Rating Scale, Beck Depression Inventory, Beck Anxiety Inventory, Beck Youth Inventories among others validated tools.
  • Conduct individual counseling sessions with youth.
  • Submit updated case logs and attend weekly case staffing with case management department and Federal Field Staff.
  • Coordinate and communicate with Case Management Department, and other departments to provide timely updates regarding youth’s emotional and behavioral needs.
  • Attend Treatment Team Meetings. As part of this multi-disciplinary team determine if change to the youth’s supervision level is needed due to expressing suicide ideation, or danger to self or others and develop a Children’s Support Plan.
  • Complete High-Risk Form to ensure the proper supervision of youth as needed.
  • Adhere to all timeframes for behavioral and mental health services as required by relevant state licensing standards and ORR.
  • Receive approval for and complete referrals for psychological or psychiatric services for youth identified as higher needs.
  • Clinicians assigned to the Clinical Crisis Strike Team will also assist in crisis and/or emergency situations that involve a need for de-escalation, crisis management and aiding children in self-regulation.
  • Clinicians assigned to the Clinical Group Team will conduct sessions twice a week with youth in care in coordination with Youth Care Professionals and help train those selected to aid in facilitating group sessions.
  • Clinicians assigned to the Clinical SIR Team will write, edit, and submit Significant Incident Reports (SIRs) in a timely manner to avoid delays in reporting and communication of the incidents to all stakeholders.
  • Clinicians assigned to the Clinical Intake Team will be assigned to the provision of intake clinical services and be trained to identify trafficking and other red flags of youth arriving in to care.
  • Performs other duties as assigned or requested to support the safety and reunification of youth in care.

STANDARD REQUIREMENTS:

  • Must be 21 years of age or older to work directly with youth.
  • Must maintain any licensures/certifications during employment and/or obtain within required timeframes, if approved.
  • Ensure completion of On-the-Job Training requirements.
  • Meets dress code/uniform standards; appearance is neat and clean.
  • Complete any training requirements including CPI (Crisis Prevention Intervention) Nonviolent Crisis Intervention and CPR/First Aid.
  • Maintains dependable attendance and ability to work a flexible schedule.
  • Assist in the safe evacuation of youth if needed.
  • May need to respond to emergency situations to ensure the safety and security of the youth.
  • Wear an ID badge while on company property or job sites.
  • Recognize the signs of abuse, neglect, exploitation, and provocative behavior. Follow reporting requirements for relevant state and federal contract requirements and document adhering to timeframes.
  • Must maintain confidentiality in all program areas including any information regarding youth.
  • Maintain confidentiality of health care records and information in keeping with HIPAA and Protected Health Information (PHI) requirements.
  • Maintain professional conduct and ensure appropriate respectful interactions during any contact with youth, staff, state licensing representatives, ORR/Federal Field Staff, and other vendors or community members.
  • Enforces safety and security standards for students, staff, and visitors.
  • Clear MVR Check.

EDUCATION AND EXPERIENCE REQUIREMENTS:

  • M.A. in Social Work, Counseling, Psychology, or other related fields.
  • A minimum of 1 year of experience working with youth is preferred. May include Internship or Volunteer positions held. Licensed in the relevant field of study is preferred.
  • Proficiency in Microsoft Office.
  • The ability to type and use a tablet/iPad, laptop, or desktop is needed to complete daily tasks.
  • Able to work cooperatively with multiple members of a Team including program staff, state licensing personnel, ORR/Federal Field Staff, and other office personnel.
  • Well organized and highly motivated.

  • Gather and/or maintain information for reporting requirements (weekly, monthly, quarterly, and/or annually).

WORK ENVIRONMENT:

  • The Clinician will work in-person to ensure that assessments and services are timely adhered to.
  • Shifts will include an 8-hour period between 8am and 8pm in the time zone where the shelter is located, working 5-days a week within a 7-day work week.
  • The work week may not consist of a traditional Monday through Friday work schedule and working some holidays is required.
  • Work is conducted in a 24-hour shelter setting with children whose primary language is Spanish. Noise levels will vary indoors and outdoors.
  • Must be able to obtain and maintain the Crisis Prevention Institute (CPI) certification and CPR/First Aid certification.
  • Work environment may include working in offices, either indoors or outdoors.
  • Position can require a great deal of standing, walking, stooping, squatting, kneeling and some heavy lifting of up to 20 lbs. and can also involve sitting for extended periods to ensure that documentation is entered in a timely manner for the safe renunciation, discharge planning and provision of services to youth.
  • Must use headphones and learn the proper use of a secure two-way communication device is pertinent to the overall care, safety, and supervision of youth.

CRITICAL THINKING AND PROBLEM-SOLVING:

  • The ability to solve practical problems and seek guidance from Lead Clinician or designee to ensure a full understanding of policies and procedures is required.
  • A positive and proactive attitude regarding changes in processes, procedures, policies, and training requirements is needed.
  • The ability to interact with youth in a culturally responsive manner is vital to the success of the program.

COMPUTER SKILLS AND RESPONSIBILITY:

  • Any equipment assigned directly to the Clinician is their personal responsibility.
  • Equipment is to be returned in good working condition and the Clinician must report any damage or malfunctions immediately to their supervisor.
  • The ability to utilize a variety of software systems and enter data is needed.
