Manage the complete operation of the Cicero Lubricant Manufacturing Facility to ensure maximum efficiency of blending, packaging and customer fulfillment processes. Direct the manufacturing of products and control the inventory of finished products, raw materials including base oils, additives and containers as the MRP controller. Control and direct facility staffing and organization plan. Responsible for achieving and maintaining safety, environmental, health and training goals. Responsible for implementing accounting and inventory control programs. Manage the corporate relationship with the local community and various government agencies. Establish and execute facility long range plan, expenses, capital and staffing budgets. Develop major plant improvements. Make recommendations on new business opportunities for the facility as well as the lubricants business in general.
Minimum Qualifications:
  • Bachelor's degree in Business, Engineering or related field with 10 years of operational management in a manufacturing facility or 15 years of experience in a manufacturing facility with no degree.
  • Experience in product blending and packaging operations preferred.
  • Valid driver's license
  • Transportation Worker Identification Credential (TWIC)
  • Eligibility Requirements: The Maritime Transportation Security Act requires all persons who will need unescorted access to a regulated facility to have a valid Transportation Worker Identification Credential (TWIC), issued in accordance with the rules established by the United States Coast Guard and the Transportation Security Administration. All candidates must be eligible to receive a TWIC in order to be considered for an offer. Job Duties:
  • Direct the manufacturing activities of the Cicero Lubricants manufacturing plant. Ensure focus on CITGO key objectives and values, including Safety, Environment and Reliability.
  • Establish and enforce safe and clean operational procedures.
  • Control inventory of finished goods and raw materials for Cicero as the MRP controller to ensure profitable plant operations
  • Manage facility operation expenses, capital and staffing budgets.
  • Analyze plant performance plan and implement improvements.
  • Direct Maintenance, Engineering, and Construction activities.
  • Direct the development and implementation of maintenance processes, procedures and schedules.
  • Direct the execution of engineering and construction activities in accordance with facility strategic plans.
  • Develop strategic plans for the facility, including identifying capital improvements, to support business unit strategies.
  • Ensure execution of all tasks is in compliance with proper safety procedures and specifications.
  • Lead, direct, develop and motivate the personnel assigned to Cicero plant to assure the success of key objectives. Coordinate personnel development plans and activities.
  • Develop performance goals and administer salary/bonus evaluations and ensure proper staffing of the plant.
  • Develop and implement a plant succession plan, identifying both internal and external candidates and opportunities for high potential personnel.
  • Provide developmental opportunities such as job and task assignments for personnel to allow for development and advancement.
  • Manage the development of training plans, both individual and departmental, to ensure basic and specialized expertise as necessary. Oversee personnel development of employees.
  • Ensure processes are in place to hire the best candidates available for vacancies and to address performance deficiencies, including discipline when necessary.
  • Serve as the CITGO face in the local community, as a liaison to law enforcement, first responder and other regulatory groups to ensure CITGO interests are covered. Lead community involvement efforts, focusing on social responsibility initiatives.
  • Administer all Governmental programs and implement environmental/safety programs to assure compliance (i.e. OSHA, EPA, etc.)
