    Primary Purpose:
    Direct and manage the operation of all Student Support Services for the Crowley School District including:
    • At Risk Programs
    • Homeless Initiatives
    • Dropout Prevention, Intervention and Recovery Services
    • Health Services
    • Psychological Services
    • Social Health Services
    • Attendance and Truancy
    • After School/Extended Day Programs
    • UIL Fine Arts
    • OCR Complaints
    • Student Support and Intervention activities

    Qualifications:
    Education/Certification:
    Master’s degree in public schools
    Mid-Management Administrator
    Superintendent certificate preferred

    Special Knowledge/Skills:
    Knowledge of school employment law and hearing procedures
    Ability to implement policy and procedures
    Ability to interpret data
    Ability to manage budget and personnel
    Strong communication, public relations, and interpersonal skills

    Experience:
    Five years successful administrative experience

    Major Responsibilities and Duties:
    • Oversee all Student Support Services for the district.
    • Serve as a hearing officer for executive level appeals (ie: Level II and Level III).
    • Provide conflict resolution and mediation services for staff and stakeholders involving staff.
    • Manage O.C.R. Complaints. (Office of Civil Rights)
    • Assist supervisory personnel conducting due-process procedures (Level I grievances).
    • Assist supervisory personnel in developing written reprimands that are legally based.
    • Maintain a system for evaluating the district mediation process to determine if desired outcomes are achieved, along with the ability to make changes based on the findings.
    • Serve as district liaison for Communities in Schools to provide school-based support services to students and their families.
    • Oversee and provide leadership in the development, implementation and coordination of a comprehensive program of health services for the district.
    • Oversee and provide leadership for all after school activities including the 21st Century Grant Program.
    • Oversee and provide leadership in the development and implementation of At-Risk programs including the Homeless (McKinney-Vento) program and Dropout Intervention and Recovery Initiatives.
    • Provide leadership for all attendance initiatives and serve as District liaison between Truancy Court and District.
    • Serve as Outside liaison to support different academic initiatives (Speed to Read with Score a Goal in the Classroom and Operation Graduation with United Way).
    • Plan the necessary time, resources, and materials to support accomplishment of district goals.
    • Focus on providing comprehensive, high-quality, and responsive service/support to all schools, staff and particularly principals.
    • Actively support the efforts of others to achieve district goals and objectives and campus performance objectives (academic excellence indicators).
    • Obtain and use evaluative findings (including student achievement data) to examine curriculum and instruction program effectiveness in Fine Arts.
    • Access Student Attendance data and integrate action plans and processes to achieve set goals.
    • Secure consultants, specialists, and other community resources to assist principals and instructional staff in attaining objectives in Fine Arts.
    • Provide effective Fine Arts staff development activities that incorporate the mission of the district, program evaluation outcomes, and input from teachers and others.
    • Report to the Board on Fine Arts Department matters when directed by the Superintendent.
    • Report to the Board on Attendance data when directed by the Superintendent.
    • Represent the Superintendent in all matters of the district as required.
    • Coordinate New Teacher Orientation for Fine Art Staff.
    • Coordinate 2nd Grade District Reading Bee.

    Management:
    • Use management practices that promote collegiality, teamwork, and collaborative decision making among staff.
    • Keep the Superintendent informed on the business affairs of the district.
    • Work with Fine Arts to project student enrollments, staffing needs, building and facilities needs, energy needs, capital equipment needs, and other cost items for district and individual school improvement.
    • Work with Student Attendance, Attendance Sub Committee and campuses to interface State requirements with in our local school jurisdiction.
    • Ensure that the Fine Arts Department support the district’s goals and objectives.
    • Serve as District Truant Officer.
    • Facilitate articulation of department course and programs with secondary and post-secondary institutions.
    • Improve and maintain department’s image and reputation.

    Budget:
    • Oversee all budgets related to the Student Support Division.
    • Administer the Fine Arts Departments budget and ensure that programs are cost effective and funds are managed prudently.
    • Compile budget and cost estimates based on documented program needs.
    • Ensuring that C.I.S. (Communities in School) Program in CISD functions is commensurate with title and District funding.
    • Review and approve all purchase orders and check requests and maintain control of Administrative Support and Fine Arts budget by verifying availability of funds.
    • Assist in the preparation of the budget and development of long- range and short-range objectives for the Fine Arts Department of the district.
    • Review and Account for Student Attendance through TAPR (Texas Academic Performance
    Report) and other materials to assist with District financial accountability.

    Policy, Reports, and Law:
    • Ensure that the district complies with all rule, laws and Board policies related to the Fine Arts Department and Attendance and Truancy.
    • Recommend policies that improve Fine Arts Department related programs and Student Attendance and Truancy.
    • Implement policies established by federal and state law, State Board of Education rule, and local board policy in area of the Fine Arts Department and Student Attendance and Truancy.
    • Monitor all legislative activity regarding Fine Arts at the state and national levels and advises staff as to real and potential impact on district practice on an ongoing basis.

    Records:
    • Compile, maintain, file and secure all physical and computerized reports, records, and other required documents related to Administrative Support and Fine Arts.

    Fine Arts Department:
    • Assist in recruiting, training, and supervising department staff and make sound recommendations relative to personnel placement, assignment, retention, discipline, and termination.
    • Participate in evaluation of job performance of department staff to ensure effectiveness.

    Other:
    • Ensure that department operations contribute to the attainment of district goals and objectives.
    • All and any other duties as assigned by the Superintendent.
    • Participate in professional development activities to maintain current knowledge of human resource rules, regulations, and practices.
    • Serve on various District Committees.
    • Serve on State Committee: Executive Committee member of UIL Region 30.
    • Participate in Metroplex Music Organization.
    • Successfully advances district initiatives.

    Supervisory Responsibilities:
    • Supervise and evaluate the performance of: secretary.

    Working Conditions:

    Maintain emotional control under stress. Occasional district wide and statewide travel; frequent prolonged and irregular hours.

    Minimum Annual Salary $117,520 (226 days)
