CHIEF BUILDING OFFICIAL BUILDING AND DEVELOPMENT MANAGER

Salary: $52.36 - $70.16 Hourly

*A 4-day work week

Under executive direction, the Chief Building Official serves as the principal administrative officer of the Building Division; directs, assigns, supervises, and plans the activities of the Building Division; coordinates and directs resolution of complex development issues and disputes; serves as the principal enforcement officer of the building and housing codes of the City; oversees boards and commissions and serves as a member of the City’s Executive Management Team.

IDEAL CANDIDATE WILL:

  • Prepare and present compelling and persuasive factual presentations and reports to public bodies, community groups, trade organizations and the public.
  • Have knowledge of Principles and practices of modern public administration including planning, organizing, staffing, supervising, training, and performance evaluations.
  • Exercise sound professional judgment in recognizing and handling politically sensitive issues of public interest.
  • Organize, direct, and coordinate the activities of the Building Division.
  • Establish, monitor, and assist in the development of Division mission statement, vision, goals, objectives, and priorities.
  • Establish and maintain effective working relationships with employees, department heads, property owners, contractors, civic groups, personnel from other jurisdictions, public officials, and the general public
  • Exercise independent judgement in the application of and apply State, County, and City codes and policies regarding building, zoning, energy, environmental matters and other regulations to field situations.
  • Develop and administer long-range plans consistent with established goals, objectives, and available resources.
  • Utilize electronic information systems, such as GIS, to analyze and interpret such information.
  • Mediate and resolve complex technical issues in a timely manner.

EXAMPLES OF DUTIES: Depending upon assignment, duties may include, but are not limited to, the following:

  • Plan, organize, direct, train, and evaluate personnel involved in the activities of the Building and Development Division of the Community Development Department.
  • Manage, assign, supervise, and participate in the professional and technical detail and administrative arrangements of the Building Division.
  • Train, motivate, and evaluate assigned personnel; provide or coordinate staff training; work with employees on performance issues; respond to staff questions and concerns; make discipline recommendations; Investigate grievances not resolved at lower levels, resolve when possible, and escalate to the next level if unresolved.
  • Monitor and evaluate the efficiency and effectiveness of service delivery methods and procedures; assess and monitor workload, administrative and support systems, and internal reporting relationships; identify opportunities for improvement and reviews with the Director; manage the implementation of improvements.
  • Ensure completion of division work activities in a manner consistent with City policies and procedures, and applicable plans, guidelines, laws, codes, statutes, and regulations; identify revised or new policies and procedures to address changes in work processes, legal requirements, and regulatory considerations.
  • Approve contracts for consultant services; through subordinate staff, establish general program assignments and responsibilities for division employees and provide technical and administrative policy guidance and counsel to management.
  • Establish, monitor, and assist in the development of Division mission statement, vision, goals, objectives, and priorities.
  • Develop and implement technical interpretations, guidelines, policies, procedures, and actions to support the same.
  • Coordinate and directs City resources and staff in negotiating with developers and design professionals to resolve the most difficult and complex development-related issues, disputes, inquiries, and problems; establishes, maintains, and improves department relationships with customer groups, boards and commissions, other departments, city officials, and government agencies; works with department directors to resolve complex planning and engineering disputes and decisions regarding plan review and calculations.
  • Participate in continuous quality improvement of the development process in conjunction with the Planning Division, the Public Works Department, and the Southern Marin Fire District.
  • Participate in the oversight of boards and commissions and make reports and presentations to City Council and a myriad of development related boards and commissions.
  • Prepare and administer the Building Division budget and reserve fund in a cyclical construction workload environment; maintain services and make continued improvements while sustaining organization during workload downturns and within ongoing budget/revenue limitations.
  • Direct and participate in special studies and analysis of results.
  • Research and prepare letters, memoranda, reports, annual report, budget documents, and other written materials.
  • Provide exceptional customer service to those contacted in the course of work.
  • Perform other or related duties as assigned.

EDUCATION AND EXPERIENCE:

Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be:

Education: Equivalent to the completion of A Bachelor’s degree from an accredited four-year college or university with major course work in either a construction-related field such as engineering or construction management, or a management-related field such as public or business administration.

Experience: Eight (8) years of progressively responsible experience in the field of building inspection and construction, including four (4) years of project management and supervision and four (4) years of experience in the design and construction of buildings.

LICENSES AND CERTIFICATIONS:

Certification from a recognized state, national, or international association determined by the City. Certification shall be closely related to the primary job functions such as:

  • Possession of an International Code Council (ICC) certification as a Plans Examiner.
  • Possession of an ICC certification as a Building Inspector.

Acquisition of an ICC certification as a Building Official within 1-year of appointment, and a minimum of 45 hours of continuing education for every three-year period, with at least eight hours regarding disability access requirements.

The ability to convey oneself to and from geographical locations frequently and timely, or possession of a valid California Class A motor vehicle driver’s license.

SELECTION PROCESS:

The most qualified candidate will be invited to a panel interview and may be asked to provide examples or links to examples of work as well as take a performance exam. Those that score the highest out of the panel interview and practical exams will be advanced to department interviews. It is desired that the successful candidate begin employment as soon as possible.
