CCMS is hiring Monitor/Caregiver personnel to care for Unaccompanied Alien Children (UAC) and Family Units (FMUA) at the El Paso Station 1 Centralized Processing Center (CPC). The positions are full time, part time and per diem. We are staffing 24/7. Full time positions come with a full benefits package.

Contractor Personnel Qualifications

1. Written documentation of successful passage of the background checks.

2. Experience and training in the following caregiver areas of responsibility commensurate with the level required of caregivers employed at state-licensed daycare facilities State of Texas:

  • Supervisory/Management Training and Skills (Supervisor Qualification only)
  • Communication Skills
  • Personal Care and Toileting
  • Basic Hygiene and Basic Infection Control
  • Maintaining a Clean, Safe and Healthy Environment
  • Basic Personal and Environmental Safety Precautions
  • Emergency Procedures, including Basic First Aid
  • Understanding Abuse and Neglect

3. Ability to perform vigorous physical activity (bending, standing, walking, sitting, etc.) for extended periods.

4. Ability to hear and see well enough to monitor children and keep them safe at all times.

5. Ability to lift 40 lbs.

6. Ability to communicate effectively in English and Spanish.


Provider Duties and Responsibilities


Contractor shall be responsible for the operation and cleaning of the Shower Facilities and the care of children and infants in the following manner:


  • Contractor shall coordinate the collection and bagging of dirty laundry.
  • Contractor shall issue and collect Government-furnished shower/hygiene supplies.
  • Contractor shall monitor (i.e., maintain visual contact) at all times all detainees going into and out of showers, from start to finish, taking care to adhere to DHS regulations implementing the Prison Rape Elimination Act (see, e.g., 6 C.F.R. § 115.115(d) and 6 CFR 115.131).
  • Contractor shall assist in bathing children, as required.
  • Contractor shall provide personal protective equipment (PP&E) supplies.
  • Contractor shall be responsible for storing Government-furnished clothing in designated shelves and issuing it to UAC detainees while the detainees’ clothing are being washed.
  • Contractor shall maintain a safe working environment, observing and encouraging adherence to safety rules and health guidelines.
  • Contractor shall maintain inventory of the clothing, towels, and hygiene kits available for use and notify USBP staff of any low-inventories in order to initiate procurement actions.
  • Contractor shall assist with the general care of children to include monitoring, changing diapers, assisting with toilet use and hand-washing, feeding when a child is not able to feed him or herself, and identifying and tending to other similar basic needs of children as they arise, all duties being performed at a level of quality and according to industry safety standards commensurate with those required of caregivers employed at state-licensed daycare facilities in the State of Texas.
  • Help with distribution of meals as delivered to facility.
