This position serves as a Business Process Improvement Analyst for the Aging and Disability Services (ADSA) and Behavioral Health, Housing and Support Services, Deaf and Hard of Hearing Services (BHDHA) administrations. Under administrative direction, the incumbent in this position works with state, county and tribal experts in the policy development, coordination, and streamlining of functions and processes that deliver long-term services and supports, housing and behavioral health programs and services for Minnesotans. This position is responsible for analyzing statutory requirements and developing clear business requirements (written documentation of “as is” systems requirements), as well as technical and policy-oriented educational materials, manuals and guidelines for long-term services and supports, housing and behavioral health programs and services necessary to educate/inform citizens, service providers and systems developers/implementers of process changes.

This position is also responsible for assisting in the development of legislative proposals to simplify business processes across multiple state and federal programs; thereby integrating the delivery of long-term services and supports, housing and behavioral health programs and services with other Human Services programs and services. This ultimately will result in the incumbent developing written business requirements documentation for the “to be” systems requirements.

Some responsibilities include, but not limited to:

  • Provide necessary supports to enable effective implementation of technology-related (and increasingly, non-technology) projects to further the business goals of the two administrations.
  • Following management direction, develop standardized business requirements documentation for all aspects of the delivery of long-term services and supports, housing and behavioral health programs and services using; industry standards and methods developed by the Business Solutions Office and the Architecture Domain Team (BADT); and using existing agency policies, procedures and processes.
  • Simplify and normalize eligibility, enrollment, program administration and reporting processes and procedures.
  • Collaborate with DHS Managers, business architecture, data architecture, and technical architecture teams to develop a canonical data structure associated with long-term services and supports, housing and behavioral health programs and services consistent with industry standards, the data structure associated with other DHS programs, and the human services systems and IT infrastructure environment.

Qualifications

Minimum Qualifications

Three (3) years professional working experience with long-term services and support for human services programs.

Experience must include:

  • Project planning and operations experience that includes implementation of result-based management;
  • Understanding of project management principles and continuous improvement tools and/or models;
  • Understanding of public assistance programs, policies and delivery systems;
  • Practical understanding of management information systems, such as: MAXIS, MMIS and SSIS;
  • Policy development, program reviews and understand regarding human services programs.
  • Bachelor’s Degree higher in social work, education, public health or related field may substitute for one (1) year of work experience.

**Master’s Degree higher in social work, education, public health or related field can substitute for two (2) years of work experience.

Preferred Qualifications

  • Variety of experiences working effectively with others from different backgrounds and cultures;
  • Strong human relations and communication skills; communicate clearly and professionally both verbally and in writing; respond openly to requests and concerns;
  • Ability to give presentations and facilitate discussions to solicit and explore diverse perspectives;
  • Knowledge of long-term services and support, housing or behavioral health statutes, policy and legislation;
  • Develop effective policy and program initiatives that cross program and agency boundaries;
  • Demonstrate a high level of ability to work collaboratively across divisions, administrations, and in partnership with MN.IT@DHS and contractors.

  • Minnesota Department of Human Services (DHS) criminal background check will be conducted on all finalists for this position. Finalists must pass the DHS background check.
