SUMMARY:

Under basic supervision, assists County departments to develop recommendations to improve business processes; works with Business Information & Technology Services (BITS) Department staff to plan and implement technology development projects. Duties may vary according to job assignment.

Essential duties and responsibilities may include, but are not limited to, the following:

Analyzes and evaluates all aspects of business processes, including work processes, outputs, business case planning, and resource utilization; defines system requirements, proposes potential solutions, and coordinates the implementation and integration of technology solutions and domain-specific applications.

Develops Business Process Analysis (BPA) recommendations for process improvements and enhanced technology applications to improve business workflow.

Assures all project issues are properly communicated, addressed, and resolved.

Develops BPA strategies, and identifies operational plans and resource requirements.

Identifies data and information sources for BPA projects; interprets concerns, defines desired results, and develops solutions.

Collaborates with BITS staff on GIS implementation and organizational access to GIS data.

Coordinates GIS activities with customer departments.

Supports the relationship between Pitkin County government and the general public by demonstrating courteous and cooperative behavior when interacting with citizens, visitors, and County staff; maintains confidentiality of work-related issues and County information; performs other duties as required or assigned.

Maintains regular and reliable attendance.

MINIMUM QUALIFICATIONS:

Education and Experience:

Bachelor’s Degree in Computer Science, Business or Public Administration, GIS, Geography, or a closely related field; AND two years’ IT technical support, GIS practice, or business process analysis experience; OR an equivalent combination of education, training, and experience.

Required Licenses or Certifications:

Must possess a valid Colorado Driver’s License and acceptable Motor Vehicle Record.

KNOWLEDGE AND SKILLS:

Knowledge of:

County policies and procedures.

Principles of organizational planning, research design, and operations analysis.

Principles of design, modification, and integration of enterprise application software.

Tools and techniques for business process analysis, and operations management.

IT project planning and management principles.

Principles of GIS technology to support business functions.

Principles of Public Safety technology.

Principles and practices of technology management, system development, and systems integration in a government environment.

Principles and protocols for management of electronic information, access, and security.

Fiscal and budgetary management and tracking.

Organizational and community planning.

Public policy processes.

Skill in:

Defining needs of County departments, and developing solutions to meet their needs.

Solving technical problems using specialized software applications.

Utilizing Geographic Information Systems (GIS) as an enterprise and integrating technology to maintain data integrity, access and spatial analysis for county business.

Responding effectively to customer service requests.

Preparing comprehensive and accurate reports.

Assessing and prioritizing multiple tasks, projects and demands.

Using initiative and independent judgment within established procedural guidelines.

Effectively communicating technical issues and procedures to non-technical staff.

Establishing and maintaining cooperative working relationships with co-workers.

Communicating effectively verbally and in writing.

Job Type: Full-time

Pay: $73,714.25 - $89,895.65 per year
