Seneca Valley School District is seeking a highly effective strategic thinker with strong leadership skills and experience in managing budgets and overseeing financial records. Permanent 12-month position, 244 workdays per year, available July 1, 2023; reports to the Superintendent. Seneca Valley is a vibrant suburban district of 7,400 students in Southern Butler County, Western Pennsylvania with an operating budget of nearly $155 million. The district covers 100 square miles and includes 9 school buildings with a dynamic secondary campus.


Seeking applicants who have supervisory & operational management experience, excellent communication & interpersonal skills, the ability to collaborate well with all key stakeholders, strength in long-term financial planning. Preferred Educational Degree(s): Bachelor’s and/or Master’s Degree in Business Administration/Accounting or similar discipline. Minimum of 3-5 years’ experience in public school business and administrative functions.


RESPONSIBILITIES:

  • Develops, prepares and coordinates the annual budget; prepares analyses and presentation of budget for action by the School Board.
  • Establishes and supervises a program of accounting and reporting for the financial affairs of the district.
  • Establishes controls for transfer of budgeted funds as requested by district administration.
  • Establishes procedures for maintaining all records that audit and legal requirements demand; prepares financial reports as required by state and federal agencies; provides a financial report annually for audit by an independent certified public accountant.
  • Submits periodic statements on status of budget to the School Board, including the monthly Treasurer’s Report, and supplementary information as needed.
  • Develops and oversees a comprehensive program for the purchase of supplies, equipment, and contracted services.
  • Develops and oversees a plan of short- and long-term financing in support of the district’s facilities master plan.
  • Supervises the accounting and payroll staff.
  • Tracks and secures accounting, payroll, and other personnel administration data and prepares special reports for withholdings.
  • Participates in labor negotiations and provides pertinent data and analyses; participates in selection of employee health insurance programs.
  • Coordinates administrative services throughout district.
  • Oversees procurement of all lines of insurance for the district.
  • Develops and monitors a comprehensive plan for the operation of the school business services program.
  • Provides a continuous evaluation of department service programs.
  • Keeps abreast of issues and trends in the areas of school business administration.
  • Acts as advisor to the Superintendent concerning financial affairs and matters of general importance to the district and provides relevant communication to the School Board and stakeholders.
  • Provides leadership related to long-range, strategic, financial, facilities, and debt management planning.
  • Assists the Director of Food Services with the fiscal planning of the school lunch program and cafeteria services.

REQUIREMENTS:

  • Bachelor’s Degree in Business Administration/Accounting or related discipline.
  • Prior related school district business administrator experience.
  • An understanding of fund accounting and generally accepted accounting practices.
  • Status as a “Pennsylvania Certified School Business Administrator”.
  • Experience in successful short- and long-term planning.
  • Proficient technology skills and working knowledge of computer-assisted technology for business applications.
  • Demonstrated skills in relationship building and communications.

Salary regionally competitive and negotiable based on experience.
