Office of Earth & Space Research Administration (ESRA)

The Office of Earth & Space Research Administration serves as a centralized shared resource to support UMBC’s Collaborative Research Centers and NASA Goddard Space Flight Center with administrative pre-award and post-award support. The administrative staff that supports these centers work with UMBC staff, students, research faculty, GSFC Sponsors, appointed fellows and affiliated tenured and tenure track faculty.



Position Overview:

The Business Services Specialist supports operations within ESRA for the Centers and assists employees with human resources policies and procedures for efficient execution of internal processes. This position will manage the onboarding and offboarding processes for ESRA and the Centers and provide administrative support. The Business Services Specialist will also be responsible for the payroll processes for the employees of ESRA and the Centers. This position will coordinate all contracts for contingent and student hires.

The Business Services Specialist will demonstrate professionalism and provide quality customer service in accordance with UMBC’s values. This position will create positive working relationships, make decisions, and solve problems through clear communication, accurate record keeping, and maintaining an organized, confidential, and safe working environment. The person in this position will exhibit flexibility, a willingness to learn, an ability to change, and will maintain current technology skills. They will serve as a liaison with colleagues in other institutions and actively participate in professional development. Responsibilities:

Specific Responsibilities Include:

  • Onboarding and offboarding employees.
  • Prepare payroll changes for ESRA and the Centers through established processes in PeopleSoft, DocuSign, and the online portal.
  • Manage data collection, maintenance, and retrieval of employee documentation for ESRA and the Centers through DocuSign, Google Drive and PeopleSoft.
  • Manage the efficient flow of the workload processes including employment records related to hiring, transfer, leaves of absence, promotion, and termination in the appropriate record databases.
  • Respond to inquiries from Center employees and customers in a timely manner regarding policies and procedures, job searches, and HR services while maintaining standards of confidentiality and privacy, in accordance with UMBC policies, the State of Maryland policies, HIPPA, FERPA, and other federal regulations.
  • Responsible for purchasing supplies, shipping labels, advertisements, and travel related expenses for the Centers and ESRA.
  • Assist with obtaining working fund checks and other administrative items as needed.
  • Assist with travel arrangements and reimbursement statements for Center's faculty in accordance with the UMBC travel policies and procedures.
  • Assist with processing visa changes through established processes in PeopleSoft, DocuSign, and the online portal.

Required Minimum Qualifications:
  • High School Diploma or GED.
  • Six years progressively responsible experience in a combination of budgeting, accounting, payroll, purchasing, and personnel work.

Note: Additional related experience and formal education in which one has gained the knowledge, skills, and abilities required for full performance of the work may be substituted for the education or experience requirement on a year-for-year basis with 30 college credits being equivalent to one year of experience.



Preferred Qualifications:
  • Bachelor’s degree in Human Resources or another related field/discipline.
  • Demonstrated experience in Human Resources in higher education.
  • Experience with Microsoft Office, Google Suite, and DocuSign.
  • Experience with the Oracle PeopleSoft Human Capital Management system.
  • Excellent customer service skills.
  • Strong written and verbal communication skills.
  • Critical thinking, interpersonal and problem-solving skills.
  • Strong analytical skills, detail-oriented, exceptional organizational and multitasking abilities.
  • Experience with Enterprise Resource Planning system.
